RIGHTS OF SERVICE MEN VARY IN DEPARTMENTS Navy Requires Higher Standard in Giving Preference Than Army and Some Other Offices. Secretary Weeks and Assistant Secretary Roosevelt had a conference at the War Department yesterday in regard to the application of the llw' gIVing preference to ex-service men in the clhssified service in all cases of departmental changes. It developed that at present there is no harmony of action in the matter in the various departments.
