Gettleman Denies Campaign to Persuade Wisconsin to Secede From Union Only Drawing Parallel on Spirit of People When Slave Law Oppressed, He Says. Madison, Wis., June 21 (UP)— Bepator Bernhard Gettleman, Mil- waukee, who is sponsoring drastic changes in the prohibition laws at sessions of the Wisconsin legislature, denied today he was trying to arouse any sentiment for the state's seces- sion from the union over the prohi- tition " question, Points Oug Past “I am only drawing the parallel to show how citizens of Wisconsin in the past have stood by their principles,” Gettleman said after having explained that only the out- break of the Civil War prevented the commonwealth’s withdrgwal from the United States because of its objections to obnoxious provi- sions of the fugitive slave law of 1860, Pointing back to 1854 when the ‘Wisconsin supreme court declared the federal fugitive slave law invalid Gettleman showed how this state for five years defied the federal gov- ernment and climaxed its action by adoption of a resowtion of ‘*posi- tive defiance” by the legislature. “ ‘Positive defiance’ means effec. tive defiance and effective defiance means war or it means nothing." the late Chiet Justice Johm W. Winslow had told the legislators.
