Mrs. Kerr said that unless a solu- tion were found America would soon find itself faced with condi- tions similar to those in Europee. “Unemployment breeds seeds of war,” she said. There can be no disiinction be- tweeen national welfare and do- mestic tranquillity among the Na- tion’s families, Mrs. Kerr continued, adding that both depended upon family security, and family se- curity depended upon work. Essential to Morale. Compensation for work is not the only important phase of employ- ment, she pointed out, but the job itself is essential to the morale and happiness of the American family. “The greatest service you can give to the cildren in a jobless home is a job to the father,” she stated. “A home in which the bread-winner has a job and makes good use of his pay check is a home in which there is hope.” Referring to the work done by women on W, P. A. programs, Mrs. Kerr commended their efficiency. “They have done. everything from scrubbing floors to carving statues,” she commented. “I will put their record up against man’s any day. Their contribution to the economic security of the family unit is note- worthy.” Mrs. Kerr said unemployment was but part of the larger economic problem of production and con- sumption of goods which, she de- clared, “inevitably arises in every country that has gone to any lengths in mechanizing its indus- The speaker said that such im- provement has been achieved in the method of distributing surplus com- modities through the food stamp plan. Cultural Program Established. In striving to find ‘jobs for the unemployed Mrs. Kerr asserted that an effort was made to place work- ers at their accustomed occupations. For that reason, she continued, a cultural program has been estab- lished as well as the humbler projects. “To me the question of a W. P, A. job for an unemployed and desti- tute musician, clerk, teacher, nurse or draftsman is more than a ques- tion of figures in the budget of a fiscal year,” she declared. “The task of solving our coun- try’s problems is one that will take | all the understanding, patience and courage we possess.” | Mrs. Paul Appleby, chairman of the Department of Child Welfare, and Mrs. Chester Williams, chal man of the Department of Eco- nomic Welfare, presided.
