By employing the insured mort- gage system in the purchase of a home the average family is able to avoid many of the common mistakes into which persons unfamiliar with the technicalities of mortgage trans- actions often fall, according to Stew- art McDonald, Federal housing ad- ministrator. Only families with ample means can afford to experiment with forms of home financing which have been outmoded by recent developments in mortgage lending practice, McDonald said. The insured mortgage system of the Federal Housing Administration provides families of nioderate and fixed incomes with a safer and more convenient method of purchasing a home. The additional safeguards in- herent in the plan make it partic- ularly well adapted to use by this large group of families. Basis Must Be Sound. “Home ownership can be one of the | safest, soundest and most satisfactory forms of investment for the average family, if it is undertaken on a sound, business basis,” the administrator said. “Under other conditions, however, it may be a hazardous experiment. “The purchase of a home is not only the largest but also the most involved transaction undertaken by the aver- age family. Few persons have the technical, specialized knowledge nec- essary for the completion of such a transaction. Few people know the difference between a well-built and | a shoddy house; the evaluation of the character of a neighborhood is a -technical problem, and every type of ' mortgage has its own particular ad- vantages and disadvantages, none of which is evident to the layman. “In the past, only those who coul’ afford the fees necessary to employ mortgage and building experts could be sure of avoiding the many pit- | falls inherent in the purchase of a home. The majority of families “paid their money and took a chance,” hop- ing that they had measured the situ- ation properly. Technicians May Be Had. “Now. under the Federal Housing | Administration insured mortgage sy tem, the average family is able to ob- | tain the services of technically trained | U appraisers and architects. | & valuators, When ¢ mortgage is submitted for insurance, the staff of the administr tion’s local office examines the proj erty, the neighborhood, the mortgag transaction with the greatest care. |C Many of the common mistakes in Pprevious mortgage transactions are thus obviated.” McDonald pointed out that the terms under which home buyers can obtain mortgage money are also favor- able. The stabilized interest rate and | the absence of renewal fees make the amortized, insured mortgage one of | the safest methods of investing in a | house for the average family. Wrylie Allen, | prominent Chicago attorney and buil ing and loan consultant, as savings and loan director has been announced by Federal Housing Administrator Stewart McDonald. Allen succeeds Eugene A. Skehan, who has been ap- pointed special assistant to the deputy administrator. Allen comes to the Federal Housing | Administration on a leave of absence | from the Loyola University School of Law, where he is a member of the facuilty. In his new capacity he will | have charge of all savings and building and loan activity of the Housing Ad- | ministration. A native of Chicago, Allen has had | & wide experience in legal and finan- | cial activity, both in a private and public capacity. From 1934 to 1936 | he served as associate counsel and senijor attorney for the Federal Home Loan Bank Board in Washington. He is a former State's attorney and spe- cial assistant State’s attorney in Chi- cago, having acted on special assign- ment to the Illinois Bankers' Associa- tion. He received Ph. B. and J. D. degrees at the University of Chicago | and obtained the degree of doctor of civil Jaws at the Chicago law School. From 1931 to 1933 he was dean and professor of law at the Chi- cago Law School and from 1932 to | 1937 has served as a member of the law faculty at the Loyola University 8chool of Law, Chicago.
