C—4K * REAL ESTATE. AREA INFLUENCES BUYING OF HOMES Attitude of Neighbors Is Found Big Determining Factor. CHICAGO, July 10.—Cities in which more of the wage earners than of the business and professional families of the same income own their homes have come to light. They are convincing the Home Building and Home Owning Committee of the United States Build- ing and Loan League that the popu- larization of owned homes must reach up to the top incomes as well as down to the smallest incomes on which ownership is possible. In a message to the league’s mem- ber savings, building and loan associa- tions this week the committee points to some surprising figures which the Bureau of Labor's urban study of tonsumer purchases has brought out. Reports from five cities in the 10,000 to 50,000 group have been made public in this survey and they show that community habits have a great deal to do with the way families take to the idea of buying a home, the com- mittee says. Neighbors Important. “In addition to the obvious factor of the family's ability to pay for a home in the light of the cost of living &nd its own income, the attitude of its neighbors seems to have definite force in the matter,” commented Ed- ward C. Baltz of Washington, chair- man of the building and loan league's committee. “Among the business and professional people with incomes be- tween $2,000 and $3,000 in three of the five cities surveyed, a smaller per- centage were home owners than among the wage earners making the | same money. In two of these same cities a like contrast is seen between the home owning habits of the pro- | fessional and wage earning groups with incomes between $1,500 and $2,000 “Savings and loan associations which are closer to the home-owning embitions and practices of the work- | ing man have long felt that this group formed much more of the backbone of the home ownership movement than is generally recognized. This helpful study by the Bureau of Labor €ives supporting evidence. “In two of the five cities studied here more than 40 per cent of the ‘wage-earners with incomes between $1,000 and $1.500 a year were hnme' owners, and both were cities around | 50,000 population where nearly half of the population was in this occupa-“ tional group. “Cities which rate low in home own- | ership for all occupational groups show comparative lows among the business and professional group which is best able to afford ownership. Here we find the influence of habit. Thus in the city with the best record, 49.5 per cent of all families living under | their own roofs, the business and | professional group are 53.2 per cent home owners, the clerical workers are 44.7 per cent and the wage earners 48.8 per cent home-owning. But at | the other extreme, where only 24 per | cent of any of the families own their | homes, and only 35 per cent of the professional and business people, only 21.9 per cent of the clerical workers and only 19 per cent of the wage earn- ers make the home-owning group.” Baltz’s committee urged that the savings and loan associations concen- trate their efforts upon interpreting home ownership in the light of pres- | ent-day aims and ambitions. He | pointed out that the league's Commit- | tee on Trends is investigating many | of the pertinent factors which guide people to or from home ownership, | with the idea of making such data available to the 11,000 savings, build- ing and loan associations which are primarily interested in financing home | ownership. It is advisable to go into great detail on this subject at the very be- ginning so that there will be close harmony between the house itself and its surroundings. ‘The nature and scope of landscap- ing is generally determined by the type of home that is to be built, the size and contour of the lot, and the general surroundings. It is always advisable to utilize the services of a qualified landscape architect in effect- ing this detail, and the fee involved generally is compensated by the econ- omy and arrangement of the grounds, walks, shrubs, etc. The home that is constructed dur- ing the late Spring or early Summer has a broad field from which to select its landscaping features. Need for the exercise of caution in the further subdivision of land until the present stock of lots in existing subdivisions is utilized was emphasized today by Frederick M. Babcock, direc- tor of the Federal Housing Adminis- tration’s underwriting diviston. Estimates compiled recently by the Administration indicate that at the present rate of utilization the stock of residential building lots created dur- ing the last building boom will be sufficient to meet the needs of normal city growth in many cities during the next two or three decades. “We are proceeding cautiously with the acceptance of loans in new neigh- borhoods, particularly in those cities where Aubdxvl§mn development pro- gressed too rapidly during the 1920's,” Babcock said. “In many cen- ters we are requiring developers to show conclusively that their projects are ripe for development. Situation General. | “While the overproduction of lcts has not been characteristic of the building industry in every city, the situation is general enough to neces- sitate the exercise of great care in approving loans. “In cities in which we find a dearth of good residential subdivi- sions, we are encouraging builders to open new neighborhoods. In other cities our policy is directed toward re- habilitating or aiding in the develop- ment of partially built-up areas. This policy tends to discourage premature | subdivision of land and its accom- panying evils. “There are instances, even in com- | munities where overproduction is most | pronounced, in which we find it wise | | to accept loans in new nexzhburhuods.] Few cities, for example, have adequate subdivision developments for small houses, and we have found it advis- | able to sanction many neighborhoods | of this type.” | The need for adequate subdivisions for small houses has been accentuated, Babcock said, by the fact that in| many existing neighborhoods, the ex- | cessive cost of improvements has driven the price of lots above the | levei practicable for development with Inexpensive homes. When such conditions prevail in the new community, the Federal Housing Administration accepts loans for insurance, regardless of the exist- ence of neighborhoods for substan- tially similar houses. \ The Federal Housing Administra- tion also accepts loans in new neigh- borhoods when existing neighbor- hoods contain latent sources of blight which cannot be readily removed. Where examination and study reveal that the causes of blight are ingrained in the very structure of the older sub- division, it is adjudged that there is Jjustification for the opening of new areas and previously unsubdivided land. The Federal Housing Administra- tion is attempting in this manner to discourage the premature development of new neighborhoods and to encour- age orderly and logical city growth. The precautions taken should do much to prevent the overproduction of resi- dential lots, which was one feature || of the last building boom. —_— Studies Paint Seed.
