The new Spanish Ambasssdor re- gards his government, under fire in Madrid from the Fascist forces, as not “communistic, but humanistie.” Dr. Fernando de los Rios, the new envoy to the United Stgtes, in his first interview, yesterday defended the Ppresent regime’s social and educational program and announced to newsmen the success of the Loyalist activity, which, he said, is progressing “ad- mirably.” ‘The Socialist Republican government has slways been on the side of the worker, he sdded, and will demand fair wages for the Spanish citisen. He emphasized the Imnm to the Spanish worker provided by the new social order. Since the fall of the monarchy, Ambssador de los Rios said, the laborer’s wage has been in- creased 50 per cent over the standard of 1933-34. “The ides of the republic,” the former minister of educaton said, “was to astablish religious and social liberty and to improve instruction ac- cording to that of modern progress. One hundred thousand more children are in school than were there two years ago in small cities and more than 5,000 public libraries were under my direction in 5,000 villages which never before enjoyed this privilege.” The new envoy said the danger of war would not grow out of the Span- ish situation and predicted a victory for the Loyalist government of Mad- rid.
