United States Governments were mixed, 5-32 of a point up to 3-32 lower. Principal changes in the for- eign sector were in Polish issues, which lost further ground, and in those of France, which were irregular. Loans of Allis Chalmers, American & Foreign Power, International Hy- dro-Electric, Northern Pacific, Stude- baker and Youngstown Sheet & Tube ‘were up 1 to 2 points. Polish 7s dropped about 5, while the 6s gave up 1%. Silesla Province s lost more than 3. French stamped 7s rose around 4 as the stamped 7l2s declined more than 3. By the Associated Press. NEW YORK, October 1.—Directors of Bulova Watch Co., Inc., today de- clared a dividend of $16.63%, tepre- senting accruals to September 1, 1936, on the preferred stock. The company owns plants in Providence, Waltham and in Switzerland. Payment of the dlvldend was pa of a plan snnounced on August 24, designed to pave the way for s divi- dend on the common stock. BY the Associated Preas. NEW YORK, October 1—Bank clearings for the latest week were higher than in the previous period, but were under last year's total. The amount for 22 leading cities, as reported to Dun & Bradstreet, for the week ended Wednesday, September 30, was $5,547,785,000, against $6,400,652,~ 000 & year ago, a loss of 13.3 per cent. This contrasted with s gain of 5.3 per cent & week earlier. The decline this week was mainly attributable to the fact that last year's total included the heavy settlements of the first two days of October. New York City clearings totaled $3,- 492,767,000, a decline of 204 per cent from the $4,388,914,000 recorded in the similar 1935 period. The aggregate at outside centers was uofl,ouooo [y percentage increase of 2.2 over the $2.- 011,738,000 in the corresponding 1935 week. Gains appeared at 15 of the 22 cities over the heavy totals of last year. Chief among these were Cleveland, Richmond, Atlanta, New Orleans, Chi- cago, Dallas and Seattle.
