Setting a goal of $20,000 for its an- nual budget, the Washington Criminal Justice Association yesterday opened its first membership drive with a luncheon at the Carlton Hotel. Today Vincent Saccardi, chairman, and his large committee were seeking prospects among business and civic organizations and associations and individuals to build up public support behind the new drive for “efficient administration of criminal justice in the District of Columbia * James M. Hepbron, acting director of the association, who gave a detailed report on the activities so far at the membership luncheon yesterday, was scheduled to speak today to the Board of Directors of the Bureau of Re- habilitation at Wesley Hall. Studies Are Outiined. Hepbron yesterday outlined the studies being made of the administra- tion of justice here, and explained the series of conferences he is hold- ing with officials. Eugene Meyer, president of the as- sociation, presided. Other speakers included Saccardi, Right Rev. James E. Freeman, Bishop of Washington, and John A. Remon, associate chair- man of the Membership Committee. Five types of membership were ex- plained: Active associate membership, $100 a year; associate organization membership, $25; associate civic or- ganization membership, $5; active in- dividual membership, $50, and asso- ciate individual membership, $1. It was emphasized that thess dues are “minimum,” and higher amounts will be accepted.
