NEW YORK, September 30.—The Associated Press index of electric power production, with 1929-30 taken as 100, declined for the week ended September 26 to 116.9 from 117.7 the previous week. A year ago the index, which is adjusted for seasonal and long-term trend, stood at 101.6. By the Associated Press. RICHMOND, Va. September 30.— The Federal Reserve Bank sald in its monthly review that “an upturn in trade occurred in the first half of September as Fall trade opened” in the fifth district. Business activity was up to sea- sonal levels in practically all lines in August, the report said, and con- tinued “materially above the 1935 volume.” Employment conditions were “nota- bly better” than a year ago, the bank reported, but made little change in August and early September. Industrial operations were better than in the corresponding period of 1935. Farm Outlook Better. Prospects for agriculture were re- ported improved in August in all crops which were still growing, “but the financial returns from this year's crops do not promise at present to equal the 1935 returns.” Comparatively small changes occur- ring in the Reserve bank statement included a seasonal increase in Fed- eral Reserve notes to meet needs for currency in marketing tobacco and other Fall crops. Reporting member banks in 12 lead- ing cities increased loans during the past month and also added to their reserves at the Reserve banks, but their investments in securities de- clined and both demand and time de- posits decreased moderately. Debits to individual accounts de- clined 3 per cent in the four weeks ended September 9 in comparison with the four preceding weeks, but exceeded figures for the correspond- ing four weeks in 1935 by 17 per cent. Failures Total Unchanged. Commercial failures were the same in number in August as in the same month last year but liabilities volved declined 69 per cent.
