Brectal Dispatch to The Star. NEW YORK, September 24.—Tex- tile mill activity during the first seven months of 1936 was at a rate higher than that for the corresponding pe- riod of any year since 1929, accord- ing to Textile World’s index, based on consumption of raw material. It was 15 per cent above the first seven months of 1935, and 121; per cent over Textile World's assumed “normal,” or the eight-year average (1924-1931) for the corresponding pe- riod. The gain is due to cotton and rayon, the use of each having in- creased nearly 25 per cent over last year, while both wool and silk de- clined. The current situation in textiles is one of the most encouraging that has existed in years. It seems to be based on a more permanent foundation than was the improvement which started in August last year. It is characterized by an undertone of con- fidence which means a lot. At pres- ent, in most branches of the tex- tile industry, there is progress in both volume and profit possibilities. Slight change in the price struc- ture took place between July and Au- gust and the only real shift in Tex- tile World's price index numbers was the drop in raw cotton from 48 to 45. NEW YORK, September 24.—Wall Street watched the French financial situation closely today, but wich the general belief that devaluation of the franc or institution of a gold em- bargo would have little, or brief, repercussion here. For more than a year banking and stock exchange circles here, almost without exception, have regarded some sort of French control action as inevitable, and since August 7, when the last outward gold movement from the Bank of France began, such ace tion was believed imminent. ‘Thus New York has been set for an announcement. Some even ex- pressed the belief it might come this week end, with markets closed and enough time available before their reopening for any flurries of uncere tainty to settle down. Expected to Be Brief. Effect on the markets, it was be- | lieved, would be small, and would not ; be felt for more than a day or s0, 8t most. Opinion was divided as to what step—an embargo on gold exporis or outright devaluation within certain limits—might be taken. It was pointed out the immediate cause of the present crisis was the recent heavy flow of gold from the Bank of France to London and New York. The total engaged for New York alone since August 7 reached $134.- 600,000 yesterday when an additional $3,357,000 was earmarked for American account. ‘The immediate drain might be stopped by an embargo on gold exports, putting France more or less on the same basis as Germany and Italy, both | theoretically on the gold standard, but | both unable to ship gold for payments except under government license, Price Differences Cited. But the flow of gold is only one of the reasons cited by French devalu- ationists in their campaign to lower the franc's value.
