NAVAL CUT HELD JAPAN'S DESIRE Delegate to Parley Believes Offensive Cruisers Should Pe Abolished. By the Associated Press. LONDON, December 5.—Japan's chief delegate to the International Naval Conference, opening December 9, said todsy his country wanted to econamlae on naval armaments and belief large offensive-type tnnlers should be abolished. The delegate, Admiral Osami Naga- no, asserted that under certain con- ditions Japan would be willing to abol- ish her submarines. But the major consideration of the Japanese delegation, Admiral Nagano explained, is security for their country and they believe Tokio should be given parity with the United States and Great Britain. Ready to Abolish Submarines. It “certain conditions” were met, the admiral said, Japan would abolish submarines, but “we think Russia, Germany and other countries would have to enter into any agreement in- volving them.” (Russia and Germany will not par- ticipate in the conference, to be at- tended by Britain, the United States, France, Italy, Japan and British do- minions.) Japan is anxious to see limitation extended on a basis of equality and security, Admiral Nagano asserted, and to economize on haval arma- ments. If an agreement on equality in prin- eiple with the United States is reached, he said, replacing the present 5—5—3 ratio, Japan would not begin & huge building program. He said a pact of non-aggression in the Pacific would be very desirable to ‘Tokio, but he had no instructions to propose such a treaty. Monsell to Preside. 8ir Bolton M. Eyres-Monsell, first lord of the British admiralty, will preside at the conference, it was dis- closed today. Sir Samuel Hoare, British foreign secretary, will have the title of presi- dent of the conference, but will be spending a vacation in Switzerland. The American, French and Italian delegates are scheduled to arrive to- morrow and to call Sunday on Vis- count Monsell. After Prime Minister Stanley Bald- win addresses the opening session, Norman H. Davis, chairman of the American delegation, will move to elect Hoare as president and Viscount Monsell as vice president. it was un- derstood. The French will second the nominations and unanimous approval will follow, it was stated. Italy will propose A. Holman of the American section of the British foreign office for secretary general and Japan will second the nomina- tion. HOPE OF CUT FADES. France Has Secretly Laid Keel of 35,- 000-Ton Battleship. PARIS, December 5 (4#).—The pos- gibility that the forthcoming London Naval Conference might reduce the size of battleships to & maximum of 25,000 tons faded today with the ad- mission by the naval ministry that France has secretly laid the keel of & 85,000-ton battleship. The construction of the ship began seven weeks ago, on October 22, in the drydock at Brest, where the 26,500-ton battleship Dunkerque was constructed and launched October 2.
