CITIZENS RESOLVE 10 DRIVE SAFELY Randle Highlands Meeting Opposes Diversion of Gas Taxes. Unanimous indorsement of The Star’s Safety Campaign and the signing of safety pledges featured the first Fall meeting of the Randie Highlands Citizens’ Association last night at Junior Mechanics’ Hall. ‘The campaign was praised by Adel- bert W. Lee, president, as a sinccre effort to reduce traffic fatalities, and he predicted far-reaching results. After members voted unanimousiy pport the move, pledge cards weré distributed and signed by those present who drive cars, Many took pledge cards home to be distributed among friends. Tax Diversion Hit. Richard M. Ham, director of puklic eafety for the American Automobile Association, addressed the group on proposed plans to divert gas tax funds for expenditures other than street construction. Such a step, he told the body, would inevitably result in an increase in the gas tax. Under the present law, Ham de- clared, diversion is impossible. The District motorist is subject to 16 forms of taxation, including gas, reg- istration fee, operator’s permit, per- sonal property tax and others The courts in other States, he de- clared, have several times upheid laws prohibiting use of gas tax funds for purposes other than for which levied, since such funds are derived from only one class of citizens—the motorists. The association indorsed the A. A. A’s stand in opposing diversion of ga3 tax funds. Shift of Barge Urged. ‘The location of the National Syme phony Orchestra barge by the Pern- sylvania avenue southeast bridge was opposed in another resolution. It was described as an “eyesore” and sug- gestions were made that it be moved to Buzzard’s Point. The cesolution, which is to be sent to the National Capital Parks Commission, was amended to request the distributon of park benches throughout local park areas. On motion of C. A. Barker an in- crease in the Plumbing Department’s personnel was asked by the group. It was pointed out that mord inspec- tions in local plumbing units in Ran- dle Highlands are needed. Other business passed included a request for a more active motoreycle police detail and the improvement of the sidewalks on Twenty-eighth street between Pennsylvania avenue and T streets southeast. — DISPUTE SETTLED BY NAZI AND SWISS Official Disciplined for Enticing Jewish Journalist Across Bor- der—Man Expelled. By the Associated Press. BERNE. Switzerland, September 19. ~—A compromise between the Swiss and German governments settled yes- terday the case of Berthold Jacob, Ger- man Jewish journalist, allegedly en- ticed from Switzerland by a German agent and seized. Jacob was delivered to Swiss au- thorities yesterday, it was announced, and the German official was discip- lined. The Swiss Federal Council or- dered Jacob expelled. Anti-Nazi feeling had been aroused in Switzerland because of the alleged kidnaping on Swiss soil by German Nazis of Jacob, fugitive journalist from the Third Reich. Jacob was reported missing March 18, and a week later German au- thorities informed Swiss officials that he had been arrested and jailed in Germany. The German government insisted he returned to German soil ©f his own volition. Switzerland nevertheless charged a grave violation of Swiss sovereignty by Germany in his alleged kidnaping, and protested to the Reich April 1. An investigation into the Nazi party in Switzerland was ordered. — D. C. NAVAL ARCHITECT SUES BATH SHIPBUILDER By the Associated Press. PORTLAND, Me., September 19.— An aftermath of the Senate Muni- tions Committee investigation last ‘Winter appeared yesterday ina Federal Court suit for $100,000 for “profes- sional services” by Arthur P. Homer, Washington naval architect, against the Bath Iron Works, Inc., of Bath, shipbuilders, ‘The suit sets forth that $50,000 was due Homer for “services.” Homer, who figured prominently in the Sen- ate Committee’s investigation ot Gov- ernment ship contract awards, was at that time described as a shipbuilder’s agent with White House contacts. ‘The suit listed services to the ship- building corporation over a period from November, 1932, to July, 1933, Recently the Bath corporation was awarded Government contracts for construction of three 1,850-ton de- stroyers at a cost of $3,000,000 edch.
