Milton Wilcox Headed Signs of the Times—Funeral Rites Set for Today. Rev. Milton Wilcox, for 40 years editor of Signs of the Times, Seventh Day Adventist magazine in San Jose, Calif., and a brother of Francis M. Wilcox of Takoma Park, editor of the Review and Herald, official organ of the Seventh Day- Adventists, died Monday in San Jose after an illness of a year. He was 85. Besides his widow and daughter in Roosevelt’s work-relief set-up, is stir- ring up a storm of protest in educa- | tional circles The differences came to a head to- day with the publication of a broad- | side directed at the relief agency by | ‘Willard E. Givens, executive secretary | of the National Edu¢ation Association. His charges of extravagance and poli- tics were contained in an article in the association’s journal. Givens charged the present ur-1 rangement for the National Youth program will cost at least $2,225,000 to | administer, with an expenditure of $225,000 in Washington alone, where- | as, he asserted, the whole program could be managed from the Federal | Office of Education for a scant $50,000. | Williams Heads Program. | The youth program is conducted by | Aubrey Williams, assistant to Harry | L. Hopkins, works progress adminis- trator, with an allotment of $50,000,- 000. Meanwhile, Givens charges, many public schools are closed for lack of funds. Taken out of the hands of the Office of Education, the program is | being conducted under political in- fluences in which educators themselves ! “have little voice, the article declares. The original suggestion for the na- tional youth program was made last April by John W. Studebaker, commis- sioner of education. Later the Labor | Department joined in the movement, | a study of which had been carefully worked out. President Roosevelt named ‘Williams head of the new relief agency‘ and Miss Josephine Roche, Assistant | Secretary of the Treasury, as chairman | of the Executive Committee and Dr. | Studebaker was designated merely as | one of the members of the organiza- | tion. Givens discussed the situation in his article, which is entitled “New Deal & Raw Deal for Public Schools.” Admits Students Will Benefit. He said a great deal of good, no doubt, will be accomplished in bring-‘ ing educational opportunities to several millions of young people, but he con- tended the cost of administration is too high and the administration is branching off into numerous educa- tional experiments outside the schools. “When the disposing hand of the Federal Government began a program of financial aid to farm, factory, home, mine and crippled business institutions, the schools, closed by thousands, asked for help. “The F. E. R. A. came to the rescue by organizing more schools— nurseries, adult classes, vocational training, parent education and rehabilitation centers—instead of aiding already or- ganized institutions. Although emer- gency assistance was given to rural scheols the program was administered in such a way to give the jitters to educators whose policy is to shun waste.” = S Varied Governments. | Mexico proclaimed its indepedence from Spain in 1810 and effected it in -1821. HOT SPRINGS, Ark, September 19.—Despite assurance of experts thet the Diesel engine is “an insignificant factor” in this country, delegates to the North American Gasoline Tax Conference in session here expressed serious alarm yesterday at the threat Diesel fuel holds for their States’ big- gest source of highway tax income. | Gathered from 21 States and the province of Quebec, Canada, tax com- missioners debated the Diesel fuel (crude oil) tax problem more thaa two hours yesterday afternoon without arriving at any definite conclusion as to a proper method of approach. The conference will consider a formal stand on the issue when resolutions | are presented Friday. The Diesel fuel issue was presented to the conference by G. H. Freyer- muth, representative of the Standard Oil Co. of New Jersey. “The field of the Diesel engine has certain inherent limitations which, while they will in time no doubt bz overcome either in part or completely, act today to make it exceedingly un- likely that this engine can within any short limit of time become a major factor either from a transportation or from a taxation viewpoint,” Freyer- muth said. The speaker said there are only 900 Diesel-powered vehicles operating on United States highways today. Fewer Farm Workers.
