STONE. © Harold Stonier, national educational ctor of the American Institute of nking, will be the chief speaker at the annual educational dinner of twashington Chapter next Thursday evening at the Raleigh Hotel, it was announced Roday. Full plans for this year's chapter work will be outlined to the officers, govern- ors, committee chairmen, educa- tional and mem- bership commit- tees and board of counsels. s Dr. Stonier, formerly vice president of the University of- Southern California, has served in his present capacity for eight years. He is well known to local bankers, having addressed Washing- ton Chapter on numerous occasions. Other speakers will be Charles H. Poing, president of the District of Columbia Bankers' Association; Ray- mond B. Dickey, dean of the local faculty, and J. Earle McGeary, Paul J. Seltzer and B. Bruce Frantz, offl- cers of the chapter, will talk about the | program for the year. Edward M. Blaiklock, chairman of the Educa- tional Committee, will preside at the | meeting. Loans and Discounts Lower. , Agent William W. Hoxton of the | Federal Reserve Bank of Richmond, yeports that during the year between August 15, 1934, and August 14, 1935, the 28 reporting banks reduced their Joans and discounts by $19,395,000, Joans on securities falling by $7,343,000 ‘and all other loans decreasing by $12,- 052,000. On the other hand, investments In! securities, chiefly Government issues, rose by $18,826,000. Reserve balance of the reporting banks at the Federal Reserve Bank of Richmond rose $6.- 717,000 during the year, and cash in waults was higher by $674,000 or: the 2935 date. " Aggregate deposits rose by $24,558,~ 000 between the middle of August last year and this, of which $22,073,000 was in demand deposits and only $2,185,- 000 in time deposits. None of the re- | porting banks was borrowing on the | idates mentioned. In the fifth Reserve district the ‘bankruptcies in July, 1935, totaling 30, | were fewer than either 43 in June this | year or 61 in July last vear. S. Average. Bank clearings in Washington for the week ending September 4 scored # gain of 29.4 per cent over the cor- zesponding week last year, a better | gdvance than, that reported by any of the 22 Inrgest cities in the United States. The average gain for the whole country was 22.2 per cent. New York came next to Washington with # 26.7 per cent gain, while Detroit was third with a jump of 25.1 per cent. On account of Labor day, the records covered only five business days instead of six. Total cash subscriptions to the Treasury’s offering of $500,000,000 of 1Y, per cent notes were in excess of $1,270,000,000. Subscriptions in amounts up to and including $5,000 were alloted in full and those over 5,000 were alloted 40 per cent. More confidence and optimism is being expressed right now by Wash- ington bankers than has been voiced for many moons. They also cite many statistics to back up their more cheerful views. NEW YORK, September 6.—Spur- red by news that was interpreted as “good,” the stock market resumed its advancing stride today and many is- sues reached new peeks for 1935. President Roosevelt's statement that industry was in for a “breathing spell” in the matter of administrative re- forms helped to stimulate bullish forces. The close was Arm. Transfers approximated 2,200,000 shares. The list got off to a rather hesitant start as Wall Street analysts studied the presidential communication set- ting forth new thoughts on the New Deal. Buying in the rails soon began, however, and it was not long before | the motors, steels, utilities and spe- cialties joined the upward push. Confident and Cautious. While buying was confident, it was notably cautious, and the ticker tape was seldom pushed to its limit. Profit- | taking appeared in late dealings and | & number of the leaders shaded their | gains. There were also a few soft spots | and the oils were backward. | Wheat and the other grains rallied and dipped and cotton did not get | very far.
