Direct loans to industry in the Fifth Reserve district, made by the Reserve Bank of Richmond up to Au- gust 21, totaled $4,584,914, while other commitments ag- gregated $1,793, 632, according to the bank's monthly review, details of which have just been recelved in Wash- ington. These loans are not to run more than five years, are to supply working capital, and are granted only to established busi- nesses. They are ® part of the drive launched several | months ago by the 12 Reserve Banks | to speed up recovery. Deposits Gain During Year. Time deposits in 28 regularly re- porting member banks and aggregate deposits in 11 mutual savings banks totaled $338,243,382 at the end of July, 1935, a lower figure than $338,- 975,846 in time and savings deposits at the end of June this year, but & | - higher figure than $326,603.107 at the; end of July last year. Both report- ing member banks and mutual sav- ings banks showed declines in time | deposits during the past month, but both groups of banks increased de- | posits during the year, the report says. Building permits issued in July in 81 leading cities of the fifth Reserve district numbered 2448, compared with 1,787 permits issued in Julyv,| 1934, an increase this year of 37 per cent and estimated valuation figures for last month totaled $4.595,636, an jncrease of 98.9 per cent, in compari- gon with valuation figures touwaling $2.310.659 in July, last year. Twenty- four of the 31 reporting cities showed higher valuation figures for the 1935 | month. Among the five largest cities, Baltimore, Washington, Richmond and | Norfolk increased in estimated valua-| tion for permits issued last month, but | Charlotte decreased. Contracts awarded in July for con- struction work in the fifth Reserve district, the Richmond report adds. totaled $14,751,155, compared with $18.091,724 reported for July, 1934. Of the July, 1935, awards, $6377.405 | represented residential types of con-| struction, compared with $2,365,979 for this class of work in July, last year.) Chauncey Parker, jr, one of the partners in the New York Stock Ex- change firm of Auchincloss, Parker & Redpath, announced today that James L. Quinn, for many vears head of the concern’s department of investment research, has resumed his duties in the same capacity. He has been absent during the past year while employed as an analyst in the analytical and technical division of the Securities and Exchange Com- misison. He resigned a short time ago to return to the brokerage and invest- ment firm. Bankers Return to Offices. Many Washington bankers who were away on vacation in August have re- turned to their desks. Willlam J. Flather, one >f the vice presidents of the Riggs National Bank, has returned from the Poland Spring House at Poland, Me. He has spent many Sum- mers at the popular Maine resort. He reports that the resort business this year was excellent, much better than last year. Karl W. Corby, one of the partners in W. B. Hibbs & Co., an official in the District Bankers'sAssociation and in the Washington Stock Exchange, has returned from his vacation at Rockland, Me. He was greatly im- pressed by the number of factories which have resumed operations in Maine and elsewhere which were closed at this time a year ago. 8. William Miller, treasurer of the Union Trust Co. leaves here tomor- row for a month's vacation on the Eastern Shore at Ocean City, Md. Heard in Financial District. The Hotel Greeters' Credit Union of the District of Columbia has been granted a license to operate by the superintendent of insurance. -The union was organized by Washington Chapter of the national organization to serve its members in the promotion of thrift and the granting of small Joans at low interest rates, N.
