HOOVER AND BATES DIFFER ON PARDLE Prison Chief Favors System, but Leader of “G-Men” Cites Violations. By the Associated Press. Edgar Hoover the way the parole sys- tem works is pretty close to an abom- tnation. Hoover, chief of the “G-men.” pomnts with concern to the fact that H. M. Whaley, Weyerhaeuser kid- | naper, who pleaded guilty, may be | paroled after serving 15 years of his 45-year term. Whaley now is in cus- tody of the Federal Bureau of Pris- ons, directed by Bates. *“A Menace,” Says Hoover.” “Parole today is becoming one of the major menaces of America,” Hoover said in a recent speech. *Through its misapplication convicts | are being freed with little or no su- | pervision and often with no sound teason for releases.” Hoover has often repeated that the | Dillingers, Floyds and other hodlums usually have been freed previously on paroles or probation. Bates answered that paroles and | probation, properly administered, are | & success. Pointing to the fact that Hoover | has assembled fingerprint records of more than 5,000,000 persons in crim- 1nal files, Bates says: “Obviously not every one can be kept in prisons. Many Paroles Are Successful. “The argument on paroles is as old | as civilization. We always will have the crimnal with us. Are we going to kick him out of prison into society or are we going to let him out on a string—a parole?” When Hoover cited the long list of kidnapings, murders and other crimes | attributed to paroled convicts, Bates noted that only parole mistakes are known to the public. “It must be remembered that the many parole successes are not and cannot be advertised,” he said. “For| every case of parole violation a dozen | cases can be cited where properly administered parole treatment has | succeeded.” | Bernet (Continued From First Page.) doctor whose specialty was taking a ! sick railroad and making it well and | vigorous. Y, near Buffalo, February 9, 1868, and, like most poor boys, had to be content with a public school educa- | tion. | Dissuaded from being a blacksmith, | the boy wandered over to a railroad| switch shanty of the old Lake Shore | & Michigan Southern and became ! fascinated by the ticking of the tele- | graph instrument. He was given an opportunity to learn it, and hen he | mastered the art of sending and | Tecelving by code, he launched upon | his railroad career. Progress Rapid. From that point Bernet's progress was rapid. In succession he became | a telegraph operator, train dispatcher, train master, assistant superintendent, | division superintendent, assistant gen- eral superintendent, general superin- tendent and the vice president of the New York Central Lines west of Buf- Talo, that system having acquired the Lake Shore & Michigan Southern. In 1916 Orris P. and Mantis J. Van | Bweringen of Cleveland bought the | Nickel Plate road running from Buf- | falo to Cleveland. They began look- ing for the best man to run their railroad and make it pay dividends and found Bernet. Then when the Van Sweringens got control of the Erie, they put Bernet at its head, and he duplicated the success he had had with the Nickel Plate. In 1929 it was decided that Bernet was needed as head of the Chesapeake & Ohio, the main stem around which the Van Sweringens planned a fourth trunk- line system in the East, and he was made president of that road in suc- eession to W. J. Harahan. Mr. Bernet was married and the father of five children. CALLES REPORTED WED k AT 60 TO THIRD WIFE| By the Associated Press. The messages, received by an as- sociate of the one-time “strong man” of Mexican politics, did not tell the name of the bride, but said she was & relative of Gov. Manuel Paez of the state of Sinaloa, of which Culia- can is the capital. ‘The former President, more than €60 years old, retired to Sinaloa after submitting to President Lazaro Car- denas in a recent political contest. Calles’ first wife, Natalia Chacon’| de Calles, left eight children when she died, and he had two sons by his second wife, Leonor Llorente de Calles, who died three years ago.
