SECURITY CALLED CONSTITUTION AIM ’Breckenridge Says Tradi- :tional Document Holds Key to Social Well-Being. By the Associated Press. UNIVERSITY, Va, July 5.—Henry Breckenridge, former Assistant Secre- tary of War, made a plea today for \the American people to build their ‘economic and social security upon the Constitution as the surest foundation. His audience was the Institute of Public Affairs round table. He expressed the conviction that “from the standpoint of economic balance sheet and social security the Constitution is the surest foundation.” “Liberty is new and its experient has demonstrated that it thrives only amid divided power.” he said. “Tyranny is old and always has been implement- ed by the concentration of power “Security’ promised by subversion is an 1llusion and snare. The former Assistant Secretary of War said that “to concentrate legisla- tive and judicial powers in the Execu- tive is not progress, but reaction back to tyranny “I oppose in general the extension of the power of the Federal Govern- ment over domestic concerns of the States. Consider it subversion of t sound evolution and permanent tri-| umph of free institutions.” | Col.
