The reaction was attributed partly to technical influences and partly to bearish interpretations placed on the President’s share-the-wealth tax pro- gram. The close was somewhat heavy. Transfers approximated 970,- 000 shares. Analysts pointed out that, while Washington news apparently provided little buying stimulation, equity prices had been due for a corrective decline in view of their recent substantial advance. The list turned dull after its initial spill and many losses were reduced or replaced with small gains. The picture was brightened by a rally_in grains on reports of cloud- bursts in the wheat districts. Cotton was about steady. Bonds were mixed, with Federal loans sagging following Secretary Morgenthau’s announce- ment he would sell on Monday $100,- 000,000 of 3 per cent Treasurys to the highest bidders. Foreign exchanges were quiet. Shares of U. S. Smelting got up a point and North American and Santa Fe improved. Aside from Union Pa- cific, which was under some pressure, the rails were only slightly lower. The same was true of the metals and ofls. Losers of fractions to a point or more included American Can, Allied Chemical, Du Pont, Columbian Carbon, Chrysler, J. C. Penney, Sears Roebuck, American Telephone and U. S. Offerings were light and prices re- sponded to comparatively small orders. Carroll Pierce, president and trust bfficer ot the Citizens National Bank of Alexandria, opened the annual con- vention of the Virginia Bankers' As- sociation today at Hot Springs. He has been president of the association during the past year and very active in its affairs for several years. Dispatches from Hot Springs stated that there was a large attendance as the Old Dominion financiers started deliberations. President Pierce re- viewed the work of the year and sev- eral committee reports were presented at the morning session. It was an- nounced that Robert V. A has found that 25 per eent of all workers who are usually employed in the building industries, in cities or towns, are on relief. ‘Workers in the building industry con- stitute more than one-eighth of the total workers of from 16 to 64 years of age on urban relief rolls, contribut- ing more persons to the Federally pided group than any other industry. On the other hand, only 2 per cent of banking and brokerage workers have been forced onto relief. i Bond Sale is Gratifying. ' Bankers in this city today were tommenting favorably on the sale by the Montgomery County Commission- ers of $531,000 refunding bonds to John Nuveen & Co. of Chicago. The bonds were sold on the most favor- sble terms in the history of the county, it was said today. ‘They are to refund maturities com- ing due this year and will mature $35,000 each year from July 1, 1939, to 1952, and $41,000 in 1953. The purchasing company is to bear all expenses of preparing and printing the bonds, expected to yield 3% per cent. Several Washington financiers were ‘wondering today why the banks in this city could not get together and take care of the money needs of a territory so close as Montgomery County. The banks have ample funds which they are most anxious to employ to the best advantage.
