LONDON, May 1.—A well-informed source in close contact with the sit- ugtion said today the prime minis- ters of Great Britain’s dominions have informed the British govern- ment that the whole empire is count- ing on the mother country to keep Europe at peace. It was understood today’s full cab- inet session was given detailec re- ports of conversations on the foieign policy and defense at Prime Minister Ramsay MacDonald’s offices in the Parliament Building. The conversa- tions were entered into by Prime Min- ister Robert Bennett of Canada, Prime Minister J. B. M. Hertzog of the Union of South Africa, and Prime Minister J. A. Lyons of Australia. Support Is Pledged. After MacDonald and Sir John Stmon, foreign secretary, had ex- plained the latest developments in European peace negotiations, the vls-‘ iting prime ministers, it was stated, assured the British leaders they have the wholehearted backing of the empire. ‘The Dominion chiefs, it was learn- ed, stressed the following three points: 1. Increases in British armaments are recognized as necessary in order that Great Britain can continue to play an effective role as mediator in European afTairs. 2. Great Britain is expected to take risks in Europe if necessary, even | without the knowledge of the Domin- | fons as it is appreciated that Great | Britain can achieve more in diplo- | matic negotiations if her hands are | free. 3. It was pointed out that the Do- minions have the right to refrain from committing themselves in any obligations incurred by the mother country. Proposes U. S. Union. Britain’s war minister today advo- eated close union with the Umtedi 2 States as one sure method of keeping the world at peace. Parker of Rochester, rec- ognized authority on history and folk- lore of the Six Nations, today chal- lenged the Smithsonian Institution’s declaration that there were “no real Indian chiefs.” “The Iroquois and many other groups,” sald Dr. Parker, ‘“certainly had civil and military chiefs whose authority within their fields was not disputed save for failure to perform expected functions.” “The Brantford, Ontario, Iroquois authorities who reply that the six nations of the Iroquois had civil chiefs is correct. Iroquois civil Values” sachems constituted a council operat- ing under rules and regulations as definite as those of the United States Senate and with even greater de- corum. What the Washington Bureau may mean is that in Indian govern- ment there was no executive func- tion capablo of rigorous enforcement. “With the Indians, however, social pressure took care of that. With the Indians government proceeded from the group as an entity and was not imposed from above. Thus may have arisen the statement that there were no chiefs.
