By the Associated Press After talking with the President, the Speaker of the House and the Secretary of State, hardworking 71- year-old “Bob” Doughton has de- cided against seeking the govern- orship of North Carolina. Instead, he will remain in Congress as chairman of the important House Ways and Means Committee, which under the Constitution originates all tax and tariff bills, and which, to the minds of administration leaders, has done a particularly good job under Doughton's _chairmanship. With scarcely any opposition House Democrats yesterday sang the praises of Secretary Ickes—who has been put in charge of making allotments out of the $4,000,000,000 work-relief fund— and voted overwhelmingly to allow him a new $10,000-a-year Undersecre- tary of the Interior. For two weeks there had been talk about how the Secretary should be reminded that Congress does have some power. Representative Wood- rum, Democrat, of Virginia, who has many friends in the House, told news- paper men he was going to fight the attempt to give Ickes a new aide. ‘The flare-up reached such propor- tions that House Democratic leaders declared hands off, fearful of defeat.
