Preliminary examination of the bids yesterday showed the York Ice Ma- chinery Corp. of York, Pa., is the low bidder with an offer of $1,012,916. Other bids ranged as high as $1,132,200. The Harwood-Nebel Co. of 2539 Penn- sylvania avenue is the indicated low bidder for the construction of a cool- ing tower with a bid of $83.673. Four firms sought this contract and the bids run as high as $114,730. Described as the largest airecondi- tioning job of any office building in the country, the work comprises in- staliation of equipment throughout the building, including the basement, au- ditorium and library.
