Sees Two Courses Open. “We have had a series of such dead- locks in our history,” Dr. Beard said. “When an economfc deadlock is reacled, there can be two remedies— a strong domestic policy or a beliger- ent foreign policy to remove the pres- sure from within. Usually the states- men have chosen the latter course, “By a strong domestic policy, I mean one which touches the equitabie distribution of wealth. “I do not believe we can recover from this or any other panic by in- creasing our debt.” “If I were President,” Dr. Beard said. “I'd summon leaders of big business and ask them if th ti could put to work our potential ifffiustrial machine, I'd say, ‘I'll give you three K | months—then I'll use my powers and the help of Congress to take over Soviet Store Clerks Must Be Courtéous; Forks More Popular By the Associated Press.
