Garges, essayist and vet- eran secretary to the Board of Dis- | trict Commissioners, died last night at his home, 5224 Chevy Chase parkway, a victim of apoplexy. In two months 1 he would have been 60 years old Garges was born here. He devoted { his life to the municipal government {and nearly everything he wrote cbn- cerned the District. For years ne was a recognized au- thority on municipal government. He composed essays on the subject for school children, and his “National Capital” a brief outline of its gov- ernment was widely circulated.
