Davis, in a talk with reporters, de- clined to specify any definite formula for naval limitation, but indicated that an accord could probably be achleved through substitution of some other yardstick for the existing numerical ratio system. Objection to the 5-5-3 ratio provided in the Wash- ington treaty resulted in denunciation of that pact by anm on December 29. IVY CITY OPPOSES SCHOOL VETO LAW Measure Giving Commissioners Power Over Board Before Meeting. ‘Vigorous*opposition to the proposed bill to give the District Commissioners veto and directional power over ac- tions of the Board of Education was expressed in a resolution adopted at a meeting of the Ivy City Citizens’ As- sociation last night. In taking this stand, the association said it felt the board had proved com- petent in its handling of school matters in past years and a change would bring about a disruption in a smooth-running system. The group indorsed the recent drive carried on by the newspapers against the numbers racket, assailed by the association as “one of the greatest evils that has struck our city in the past few years.” The association ex- pressed a willingness to “lend a hand” in any way to wipe out this form of gambling. Viewing with alarm the great num- ber of automobile fatalities last year, the organization voted to support any law that will tend to make drivers more careful in years to come. A vote of thanks was given the Street Lighting Department for plac- ing lights on Fairview avenue to New York avenue. The meeting, held in the Crummell School, Central avenue and Gallaudet street northeast, was presided over by President E. G. Gray. — Farley, Canaday to Speak. Postmaster General James A.
