A—8 INCREASED TEETH SOUGHTINN.R. A Green Charge's Failure to Attain Economic De- mocracy. By the Assoclated Press, A demand for more teeth in the new N. R. A, empowering it to force reluctant industries into line in a drive for ‘“economic democrdcy,” has just been voiced by the recovery unit's Labor Advisory Board, headed by Wil- liam Green. Declaring there had been “outstand- ing failures” under N. R. A. to achieve such democracy, the advisers told the Administrative Board, headed by Clay ‘Williams, that it is not enough to rely on “voluntary action” by industr: “The experience so far show hey said in a memorandum made public last night, “that this can only result in stalemates or deliberate inactlon in many important industries.” Special Board Urged. “We therefore recommend,” the memorandum continued, “that the act be amended to give power to a special board, on which labor shall have equal representation, to impose labor codes on any industry which has not volun- tarily presented an acceptable code, to make amendments to any code which in the board’s judgment requires amendment, and to apply section 7-a of the act to any industry, trade or group which has not been codified.” Asking minimum wages for all work- ing men, the board sought labor rep- resentation on all code authorities and better compliance machinery. Hun- dreds of thousands of workers, it said, are now without the protection of minimum wage, maximum hour and collective bargaining provisions be- cause some industries have failed to obtain codes. Want Chance to Organize. “We believe,” said the memoran- dum, “that the means to attain united action of labor and management de- pends upon giving labor the same op- portunity to organize for collective action that has been accorded to em- ployers in code procedure. And, fur- ther, in giving labor an equal oppor- tunity with management in the admin- istration of the industrial laws which N. R. A. has created.” Besides President Green of the American Federation of Labor, who is acting chairman, the Advisory Board consists of John L, Lewis, Sidney Hill- man, Father Francis J. Haas, John P. Frey, James M. Duffy, Charles P. How= ard, Joseph A. Franklin, John F. Mc- Mahon, Rose Schneiderman, M. J. Mc- Donough and D. W. Tracy. DETROIT, December 17.—Attack- {ng munition manufacturers as “mer- chandisers of murder,” Rev. Father Charles E. Coughlin charged in an address yesterday that “We actually equip our potential enemies among the world powers and out of fear of of- fending Japan our Navy, our Army, our State Departments all approve & sale of a secret process to Japan.” The priest said he referred to the sale of a certain type of du Pont pow- der to the Japanese government and he singled out members of the'du Pont family for special criticism, remark- ing that “This family witnessed American liberty in its cradle and is seemingly happy to follow it to its grave.” “Collusion, bribery of high officials and governmental corruption were proven to be the elements in making munition sales,” said Father Coughlin, summing up the Senate_investigation of the munitions industry. “‘Away with the Prince of Peace! Crucify Him! Crucify Him! Give us the Barrabas of war!’ is the motto of the American munitions manufac- turers,” he charged. “Principal in the Senate investiga- tion of munition manufacturers come those sterling patriots and lovers of our Constitution—the du Ponts, co- founders of .the American Liberty League,” Father Coughlin said. “Let America have the truth, though the powers of hell, aided and abetted by the du Ponts, the Steel Corporation and the bankers will, in their diabolical wisdom, try to hide the truth.” —_— S Spanish Prices Climb. It has brought about a complete state of indecision. Automobiles creep carefully up to the intersections, watching a chance to dash acress without winging a pedestrian. The pedestrians likewise hesitate. Both start up again at the same time. Both stop suddenly. Finally one or the other has to break the deadlock by waving his opponent across. MacKenzie, international vice president of the Brotherhood of Rail- road Trainmen, said he believed mem- bers employed by the Santa Fe, Union Pacific and Soutkern Pacific would walk out in sympathy with the Pacific Electric employes who are scheduled to strike Wednesday unless negotia- tions with company officials are suc- cessful. ‘The Pacific Electric serves 150,000 persons between Los Angeles and suburban cities. Company officials were to give their answer on & compromise wage pro- posal to the National Mediation Board today.
