As president of the institute, Me- Carter declared war last month on such public projects as the Tennessee | Valley Authority with its “ylrd.ltlck"‘ of Federal power. He issued a legal opinion, writien by Newton D. Baker and James M. Beck, in which T. V. A. was. called unconstitutional. Rate Cuts Forecast. MecCarter follows & number of other important power executives into the ‘White House. The President himself was authority for the statement last week that some private power officials had agreed with the opinion that any water found in companies’ capitali- zation should be squeezed out and rates Jowered accordingly. Though reports had been published that the institute headed by McCarter would drop a plan to test the consti- tutionality of the T. V. A. in the courts, they were described by Ber- nard F. Weadock, vice president of the group, as “premature.” Meanwhile, there continued to be no dearth of argument pro and con on the administration’s power policies. In New York Elon H. Hooker, chemi- cal manufacturer, issued a statement through the Chamber of Commerce of the State of New York, saying Fed- eral water power projects in North- west and South represented “hundreds | of millions of dollars wasted.” Purchase Held Scandalous. “That political cleverness can post- pone the day of reckoning until the administration perpetuating it is out of office does not excuse this scandal- ous purchase of political power or the supiness of a citizenship and news- paper editorship which allows it to proceed,” he said. Basil Manley, vice chairman of the Federal Power Commission, contended that the power policies had helped bring an unprecedented number of | changes in electric rates in the past six months.
