MUNIGIPAL CENTER PART SALE RGED Trade Board Group Would Sell Southern Half to Finance Project. Sale of the southern half of the present Municipal Center site to finance immediate construction on Judiciary Square of buildings to house the city’s lower courts was recom- mended yesterday by the Board of Trade's Public and Private Bulldings Committee. The proposal will be pre- eented to the directors of the board for Indorsement. Approving the report of a subcom- mittee headed by Louis Justement, the full committee passed a resolution | stating: | “The southern half of the present Municipal Center site should, if pos- sible, be sold to the Federal Govern- ment and the court buildings be erect- ed on Judiciary Square out of the pro- ceeds secured by the sale, reserving for future consideration the location of the administration building on the northern half of the present site or on the site of the present old Pension Of- fice Building.” Difficulties Held Blessings. The difficulties which have beget those seeking money to finance the contemplated $30,000,000 Center prob- ably were blessings in disguise, Juste- ment declared. He said “if the first unit of the Municipal Center had been bullt it inevitably would have resulted in the ultimate completion of the en- i tire project as originally conceived, | and it is now generally recognized that | this plan is entirely too extravagant for the needs of the District of Co- | lumbia.” He said there is an urgent need only | for new court buildings and that they ! ghould be on a modest, dignified scale in keeping with the old courthouse. Sale of half the present Municipal Center site, which cost between six | and seven million dollars, would pay for the Judiciary Square site and for construction of the court buildings, Justement declared. Needs Seen Different. He contended courts and adminis- trative offices should not be housed in the same building since their needs are different and the interest of one would necessarily have to be sacri- ficed to the other. Arguing against the Municipal Cen- ter, as originally planned, Justement said the scale of the project was in- fluenced largely by a desire to con- form with the monumental type of building which has been placed with- In the Federal Triangle.
