Advances of nearly a point occurred in some of the second-grade rail ob- ligations, notably Great Northern 41!2s and Erie 5s. Western Union 5s de- clined more than a point. At New York City, clearings were $3,222,432,000, or 13.8 per cent above the amount reported a year ago, while the aggregate for centers out- side of New York of $1,546,617,000 was 20 per cent higher. Clearings for the last week exceeded those for the five days of the first |y’ week of December by $257,425,000, whereas for the same two weeks of | p, last year, there was a reduction of $86,281,000. This changed condition has now characterized the report of bank clearings for a number of weeks past. The increase at New York City was the second consecutive gain, and was the largest since the first week of May this year. Average daily clearings for the first half of December are the highest for any month since April. NEW YORK, December 13.—When- ever security markets or a group of securities break, the average Wall Streeter asks: “Who's selling?” An equally important query, however, might well be: “Who's buying?"” since for every seller there must be a buyer if the trade is to be completed. ‘The public utilities afford an {llus- tration. When the Federal Communi- cations Commission announced last month that it was investigating the American Telephone & Telegraph Co. and President Roosevelt at Tupelo, Miss., announced that the T. V. A. would set up & “yardstick” for electric rates throughout the country, many owners of public utility bonds and shares sold their holdings. Who took these offerings? The buying side of this market is partially revealed now by a weekly table of life insurance company in- vestments published by Dow, Jones & Co., showing that in the week ended December 1 these companies purchased $6,290,304 utility bonds and $58,256 stocks. Public utility bond purchases by this group, in the week ended No- vember 24, were $9.880,649 and stocks $106,560. For the week ended No- vember 17 they had been $2,172,423 bonds and $37,324 stocks; for the preceding week, $1,932,844 and $24.- 235; and for the week ended Novem- ber 3, $2,385,336 and $49,641. The same group of companies pur- chased $105,260,506 utility bonds and $4,221,496 stocks from January 1 to December 1, which contrasts with $49,485,973 and $1,332,513, respective- ly, in the cornspondlnz period of 1933. ‘The holdings of public utility securities by all the life insurance companies in the United States today are considerably above those of a year ago.
