McDougall explained the organiza- tion seeks to take relief workers off relief rolls by giving them a voice in their own affairs. Douglas turned abruptly today | against the Roosevelt administration, to which he once belonged, tracing its recovery program to an eventuality of | “another destructive war.” | Rejecting the idea that he was “see- ing ghosts under the bed” or dragging *bogies” out of the dark, he foresaw from policies of huge public works ex- penditures and continued nation- al deficits a “ghastly social and economic ca- lamity.” It was his first public utterance since he resigned | as director of the | budget. CHICAGO, December 13.—The ques- tion of when money is not money and how checks and cash may be “at fatal variance” has been raised by the de- fense of Martin Insull in an attempt to have the case in which he is charged with embezzling $344,720 thrown out of court. The issue was raised yesterday by Attorneys John E. Northup and Gren- ville Beardsley before Judge Cornelius J. Harrington, in Criminal Court, when they argued that Insull was charged with taking money, whereas the State had offered proof to the effect that he had embezzled checks. They contended the case should be thrown out of court. Further arguments were in prospect before the court rules.
