NEW YORK, 'December 11.—This community of more than 140,000 re- tail stores yesterday plunged into the complications of paying & 2 per cent sales tax, while city officials labored over drawing up amendments to clarify the hastily-drawn up law which is designed to provide $40,000,000 in un- employment relief by January 1, 1936. One of the aspects of the new law which caused the most trouble today was the effort of many merchants to absorb the new tax in the present re- tal price of their products, in spite of the fact, apparently not perfectly un- derstood, that this practice is exe pressly forbidden. Controller Stresses Point. “This point,” Controller Joseph D. McGoldrick sald, “cannot be empha- sized too strongly. If an article is priced at $10 in a window display, the selling price must be $10 plus 20 cents tax. A retailer may change the list price to $9.80 if he likes, but the tax must be listed separately on sales slips.” ‘The question of purchases made from out-of-town firms has yet to be completely clarified. ‘The general opinion at present is that the pur chaser would pay no tax if the actual agreement to buy were made outside the city, but that telephoned or per- sonal orders giver. in the city to out- of-town firms would be subject to the tax. Proposed Amendments, The proposed amendments include the writing into the law of the scale of payments announced Saturda; which starts with 1 cent on purchases above 12 cents. Another is a regula~ tion requiring all retailers to register with the finance department. Ane ther will make it mandatory for stores to carry signs reminding the people that the tax is for unemploy= ment relief only. As one official put it: “This will keep the purpose of the tax before the public, and some good may be derived from a thing that may mean political suicide for many of us.” Wales Is Grand Master.
