A—10 MUSCLE SHOALS DEBATED IN HOUSE Argument on Bill Draws Scarcely 50 Members. Vote Tomorrow. By the Associated Press. Thirteen years of Muscle Shoals quar- rels echoed in the House yesterday as members consumed hour after hour of debate preparatory to voting approval this week of the Roosevelt plan for developing the Tennessee Valley. So certain of passage was the bill that scarcely half a hundred members eiected to spend a sunny Saturday after- noon indoors listening to a discussion old-timers long since have memorized. A final vote was expected tOMOITOW. The big Democratic majority locked the membership tight in a rule prevent- ing opposition amendments. ~Repub- licans on the Military Committee were willing to be bound, so not even a formal roll call was needed to clamp on the restriction. Has People’s Standpoint. “I am thankful that we have in the ‘White House now a man who is looking &t this thing from the standpoint of the people at large rather than that of those who have opposed this bill in the past” said Representative Byrns, | the Democratic leader, as he rorallvdi the Muscle Shoals vetoes of Presidents Coolidge and Hoover. “What has happened to the move- | out of tive expressing the President has said, would extend | national planning to a wider field. { He contended the bill would cost the Government billions. Representative Martin, Republican, of Massachusetts, ‘ assailed it as “a Soviet dream” that would “end as have most of the Rus- | slan industrial ventures—in failure to | accomplish the objective and leaving a heavy debt for the taxpayers to pay.’ | “Throwing good money after bad” | was the contention of Representative | Mapes, Republican, of Michigan. Byrns said “one very important feature of the glnn is that it will give us a yardstick y which we can determine the cost of producing electricity and thereby have something to use as a proper basis for determining rates to be charged the people.” Hasn't Approved Detail. Chairman McSwain of the Military Committee said the President had not | approved details of either the Hill bill in the House or the Norris bill in the Sena(& “He simply approved the general prinicples and the bills were written by members of Congress,” McSwain said. Representative Hill, Alabama, author of the House bill, ex- plained its terms “It creates a Tennessee Valley Au- thority with the power to operate the nitrate plants if it cannot lease them and to operate the power plants,” he | said. “This corporation also would have the power to build navigation and power dams so that the power will take care of the cost and amortize it in 60 | 5931" “The farmer buys one-half of his fer- tilizer from a Chilean and European | cartel. This bill will free the American farmer from dependence on the foreign power monnpol\ o WORLD PLAN URGED ON GOLD STANDARD Exclusively National Policies Must Go, Declares Economist in Plea Over Radio Chain. Re-establishment of a working inter- national gold standard involves world- wide abandonment of the effort to stim- ulate domestic business by exclusively national monetary policies, Dr. Charles O. Hardy of the Brookings Institution asserted last night in a Nation-wide radio addres He discussed the gold standagd with Dr. Leverett S. Lyon, executive vice president of the institution, and defined the problem of achieving international agreement in this field as “the *most important job the World Economic Con- ference has—and the most difficult.” “It really involves,” he said, “aban- doning the suberstition of getting something out of nothing, and that is pretty hard to give up.” Dr. Hardy concluded his discussion of monetayy policies with the statement that for some years past the world “has not had a pure gold standard in the sense of an independent commodity which fixed the value of money, though we have had a standard which could not be controlled by the action of any one country acting alone.
