Encouraged by French passivity, the Germans have been keeping up their courage by af- firming that they have ng to fear from the French. Not Ready to Quit. This is the first French attempt to show the Germans what they need ex- pect if they continue to oOppose the country which today combines the greatest financial with the greatest mil- itary power. But the Germans are by no means ready to give up the fight. They real- ize that a Danubian federation without Germany would simply close the only open door toward economic expansion which is left to them; that with France barring the way to the west and Poland to the east, only the southeastern di- rection was left open. Austrian Situation Critical. Yet the situation of Austria is critical | and something must be done. The French alone can offer money. Ger- many could help Austrian agriculture, but hardly Austrian industry. The Ger- mans note wisely that a federation of the predominantly agricultural states would not help the farmers of those states and that the federation plus Ger- ( many would form an almost self-suffi- cient economic unit, But Germany can offer today little financial assistance, and with its half- ruined industrial and banking system the Reich is hardly a support to cling to. Therefore, the Germans will adopt the following tactics 1. They will undertake a propaganda campaign against any Danubian eco- nomic construction that does not in- clude them. 2. They will offer certain preference Bchemes to Austria. 3. They will appeal to the League of Nations. 4. They will try to influence Premier Benito Mussolini of Italy not to enter the Danube scheme and leave them in the lurch. 5.
