UB—14 =% POST OFFICE FIGHTS FOREIGN LOTTERIES Companies Change Names| Quickly in Effort to Defeat Fraud Orders. A vigorous battle of wits between the Post Office Department and lottery op- erators in- Cuba and Mexico, who are using high-powered radio stations to publicize their schemes in this country, ‘was bared today with the announcement from the office of Horace J. Donnelly, solicitor for th2 department, that a fraud order had been issued yesterdav against the “Havana Holding Co.” of Favana, one of the concerns under fire. The order yesterday was one of a se- ries that has been put out by the de- | partment since this new brand of “racketeering” first made its appearance in November. the operators in both countries changing names as fast as the | orders have been issued. in an effort to defeat the efforts of the department to | squelch their activities | In each instance the lotteries are| state affairs, and from all indications the same two groups of men are behind them. Mail stoppages, accomplished by vir- | tue of the fraud orders, indicate an ex- tensive clientele has been built up in the United States by the two organiza- ‘the depattment issued an order against Tamaulipas state lottery, and some- thing like a dozen orders have followed the first, as the backers have switched names, the last coming this past Sat- urday. Two months after the Mexican scheme raised its head, that in Cuba started to function, and on January 9, Lhe Cubah national lotbery and the “National Brokerage Co.” Three weels later, operations were being conducted under the name of the “Havana Brok- erage Co.” and on February 2, an- other fraud order was issued.
