NAME IS APPROVED FOR NEW PORTAL Gateway to Capital on Six- teenth Street to Honor Montgomery Blair. ‘The House District Committee unan- imously reported yesterday a bill toname the Sixteenth street entrance to the District “Montgomery Blair portal.” This measure will take the place of the bills by Representatives Goldsboro and Tawis of Maryland, which proposed & slightly different name for the entrance. Representative Patman, Democrat, Texas, announced that an agreement had been reached between the District Commissioners, the National Capital Park and Planning Commission and the authors of all the other bills and meeting the wishes of all others con- cerned. Black Bill Discussed. The District Committee devoted con- siderable time to a discussion of the bill reported from the subcommittee on public utilities by Representative Black, which would allow the Washington, Alexandria & Mount Vernon Railway to go into the District Court and seek damages for being compelled to aban- don their tracks in triangle to make way for Federal building operations. William A! Roberts, special assistant to the corporation counsel and coun- sel for the Public Utilities Commission, presented & new bill designed to give the District Commissioners power to enforce the removal of the abandoned tracks outside of the triangle property. He explained that the interest of the District also was to avoid having any | costs as the result of damages assessed | against the District. He estimates the | cost of removing the tracks would be | approximately $18,700. Representative Gasque of South | Carolina argued that the company hid | purchased the entire line from Alex- andria to Washington two years ago and had been trying to abandon it and get a bus line franchise. He said that $20,000 was paid and a promissory note for $80,000. | Representative Hornor of West Vir-| ginia suggested that a bill should be re- | ported giving the District Commission- ers authority to remove the tracks. | Precedent Seen. Representative Gasque said his con- cern was because this bill would set a precedent under which the Govern- ment would be forced to pay more than $1,000,000 on account of removal of tracks. He pointed out that the Capi- | tal Traction Co. had already paid some | $450,000 for moving its tracks in the development of an extension of the | Capitol grounds. | The Washington, Alexandria & Mount Vernon Railway measures were laid over until the next meeting. | The District Committes received a letter from the Columbia Heights Citi- | zens' Association, signed by W.
