CHICAGO, November 12.—What hap- pens to the $2,500,000,000 income of America’s eighth industry, philanthropy, was disclosed today by Dr. Arthur J. ‘Todd, professor of sociology at North- ‘western University. “Al ximately half of it goes for re- lglous purposes,” he sald. ~Education gets 8 per cent, health 9.2 per cent, per- sonal gift: to individuals amount t0 11.6 Dertcent and foreign relief gets 9.7 per cent.” He said that 380 Community Chests in this country raised about $85,000,000 annually. Oniy Chicago, New York and Boston of the major cities have never adopted this plan. Education Leads in Chicago. In Chicago, the largest share of phi- lanthropy goes to education. Dr. Todd sald that one-fourth to one-third of the charitable contributions for current mneeds and one-half of the capital en- dowments to health agencles. One- fourth of the total goes to family service agencies. Children's agencies get less than 20 r cent of the total and character-building agencies about the same, Taxes and Social Welfare. “The question frequently is raised,” he said, “as to how much comes out of taxes for charitable and philanthropic purposes. President Hoover's Committee on Recent Economic Changes estimated that $2,800,000,000 a year came out of taxes for social welfare. I believe such ®an estimate is much too low, but nobody knows. It is extremely important that this be known, however, so that we can deter- mine whether we should depend largely W public takes or private funds for lanthropic work. “Much more work needs to be done in social sciences to get at the results of various types of giving, such as the dole, public aid for mothers, social in- surance, industrial pensions and the like. The university must explore the frontiers ¢f knowletdge and place the results of their research at the dis- posal of the philanthropic public.” e LONGANECKER ORDERED TO FORT SAM HOUSTON Air Information Chief to Become Aviation Officer of Eighth Corps Area January 1. Lieut. Col. Ira Longanecker, chief of the Army Air Corps, information divi- sion, in the office of the chief of the Alr Corps here, has been ordered to duty at Fort Sam Houston, Tex., be- ginning about January 1, as air officer ©of the 8th Corps Area.
