Oppositicn to every form of public or compulsory unemployment insurance was registered before a Senate com- mittee today by the Illinois Manufac- turers’ Association. James L. Donnelly, executive vice ident of the assoclation, told the m!e Unemployment Insurance Com- mittee any compulsory system would “undermine the fabric of our economic and social life by destroying initiative, discouraging thrift and stifiing individ- ual responsibility.” Donnelly contended that under a blic system the Government's con- g";butl(m would be “largely influenced by political instead of economic con- siderations.” “The contributions of the various economic groups would-be determined by their legislative strength rather than on the basis of their ability to pay,” he added. The death yesterday of Viscount Shi. busawa recalls to but a few that Japan’'s “grand old man of business” was inci- dentally responsible for the Japanes cherry trees whose blooms annuall bring thousands of visitors to famou Potomac Drive in Washington. Shibusawa traveled the breadth of the United States in 1909, when. as the head of a large commercial commission, he visited every industry in which there was Far Eastern interest. During a conversation in the club car of an elaborate train, which was called “The Million-Dollar Special,” the sub- ject of the Japanese cherry came up fo Giscussion. It was then Shibusawa told the legend which attributed to the cherry blossom the power to determine whether there could be war between his country and another country to which the cherry | had been transplanted. If the cherry continued to bloom pink, the legend runs, there never could be trouble be- tween the two countries. But if the natural pink turned to white, as he said was often the case, extraordinary steps would have to be taken to keep peace between the two countries. MOSCOW IS BUSY BEAUTIFYING CITY Homes Painted, Streets Repaved and Thousands of Trees Planted. MOSCOW (#).—The oldest of Mos- cow’s house painters cannot recall as busy a season as the past Summer and Autumn. d Thousands of gallons of paint have brightened the houses of the Soviet capital, and the city looks as if it had been born anew. Block after block of the refurbished houses follow each other in pinks, grays, blues and greens. It is all part of a drive conducted under the motto, “Moscow Must Be a Model Capital.” Two other important factors.of this campaign are road-building and tree- planting. Practically the whole of the central district of Moscow and most of its main thoroughfares have been paved with asphalt or stone block. Hundreds of thousands of trees and shrubs have been brought into the city and are being planted along the side- walks and on the squares. Nearly one- fourth of the trees planted in the streets and parks are fruit trees. An active part in this tree-planting campaign has been played by Moscow's soldiers-to-be.
