i CONTROLS BILLIONS, SIGNS ONE CHECK U. S. Treasurer Pens Signa- ture Once a Month on Hoover Salary Draft. By the Associated Press. Walter O. Woods, Treasurer of the United States, signs just_one Govern- ment check a_month. It's President Hoover's pay check. Although directly holding the purse strings in business involving more than three billion dollars annually, quiet Mr. Woods actually applies his pen only on this draft for $6,250 toward the $75,000 yearly salary of the President. He does have his name on Federal aper money, however. His signature RRG be seen’ on the lower left side of the front of each bill. That of his chief, Secretary Mellon, is on the right. Another_ duty of the Treasurer is supervision of the daily statement on governmental finances. This shows the condition of the Treasury and expenci- tures by the month and year to date| and gives comparisons with the same periods in the previous year. Curbed Balance Sheet Gambling. Woods is _credited with _having thwarted gamblers who sought advance information as to what some daily bal- ance figures would be, on which they were accepting bets. He put safeguards around preparation of the statement, 50| that while the data are assembled by many employes only a trusted few know the result prior to announcement. Redemption of worn or partially de- stroyed currency is another matter under the Treasurer's jurisdiction. The numbers and amounts of bills must be checked before new currency is issued. Private Business Barred. | While Woods is charged with dis- | bursement of public funds, this work is done by disbursing officers of the vari- ous departments under supervision of the controller's office. The accounts later are verified by the Treasurer and | disbursement checks are drawn on him. The law prevents the Treasurer from engaging in any sort of private busi- ness. He has his hanlds full as it is, being also treasurer of the board for | the postal savings system and trustee for bonds held to secure national bank notes and of public deposits in national banks. They cover 10 years' research. “Great singing voices,” says the re- port, “are due to the singer's mental and emotional capacity, and not to any anatomical peculiarities. * Tests Bring New Ideas. “Many new ideas as to breath con- trol and sound productions have arisen through these tests. Olgservation of great singers has shown that they never produce a ‘dead,’ steady tone except at pianissimo. The tone fluctuates in in- tensity with perfect regularity. This fluctuation, very wide at high intensity, is accompanied with a slight fluctuation of pitch. This phenomenon is called the “vibrato.” e vibrato is a result of periodically applied impulse to all | the muscle which co-ordinate in the act of phonation. Its frequency is about six a second, but can be increased. | “Thus, all the time, the singer is | actually singing and stopping singing, rapidly and regularly. As the intensity | rises the ‘on’ impulse is more vigorous and the swing of the vibrato increases. |, “rh ncept of the ‘on’ :nd ‘off’ very different from the old ! impul SALE of Business La Paree Shoes Formerly Sold for $5—$6 Now $9.98 We have a large cssortment of Summer Shoes, including the following materials: White kid, Suva clcth, white and natural linens, blonde kid, black and white and b rown and white sport shoes, thantungs and crepes for Summer dresses.
