TARFF 1 SUE HELD INEWTABLE Democrats Fighting to Draw G. 0. P. Into Presidential Campaign Discussion. BY DAVID LAWRENCE. No matter how the economists may plead that the tariff be taken out of politics, Republican and Democratic leaders are beginning another tariff de- bate that may last until the 1932 presi- | dential campaign is ended. The Democrats have been trying for several weeks to get the Republicans into a public discussion of the merits of the Hawley-Smoot tariff law passed by Congress last year. The Republicans have been reluctant to be drawn into it. especially since so many of their constituents and supporters in the financial and business communities have lately been vehement in their de- nunciation of the law. Men.like Gen. W. W. Atterbury, president of the Penn- Railroad and & Republican in the Keystone State, have Rej tative Snell of New ork, cl an of the House Rules Committee, in ecriticizing the present tariff as an extzeme plece of legislation. Wider Cleavage Sought. The Democrats saw their opening and began to bombard their opponents in the hope of making wider the cleavage between the factions of the Republican | party. Gov. Franklin D. Roosevelt of New York, who is in the lead for ti Democratic presidential nomination with the state ment that the Hawley-Smoot law is one of the principal causes of the de- pression in that it has interfered with the purchasing power of European countries and the rest of the world. Dr. Julius L. Klein, Assistant Secre- tary of Commerce, who made a trip to | Europe to investigate the eflects of the American_tariff law, told the National Foreign Trade convention in New York this week that Europe had raised higher tariffs and that it was an exaggeration to claim the Hawley-Smoot law was responsible for any material loss of trade. Dr. Klein is 50 close to President Hoover that any remarks he makes about the tariff may be taken to be the administration's position. ‘The net effect of these speeches is to commit the President to a defense of the Hawley-Smoot law and to drive the Republican regulars into camp to present a solid front. Mr. Hoover, of course, contends that the defects in the Hawley-Smoot tariff can be corrected THE SUNDAY STAR, WASHINGTON, by the flexible provisions of the exist- ing law, but this will not satisfy the Democrats, Whose strategy will be to hammer away to focus public attention on the economic depression and hold the ’ Republican party accountable for it by pointing to the Hawley-Smoot law. Efforts May Succeed. Experienced politicians are aware that almost any issue related to unem- ployment is a powerful one, and that if the Democrats succeed in getting up an argument on the tariff it will help to keep the depression before the peo- ple as a political issue. ‘There is no longer any doubt that the economic situation will furnish the paramount issue, with the Democrats | charging the tariff helped to accen- tuate the depression, while the Re- publicans will insist that if it did have any effect at all it was to protect the United States against the dumping of cheaply made goods and to prevent further unemployment.
