Sales were off but 2.4 per cent in the mercantile busi- Retail trade in Richmond in February was down 10 per cent from a year ago and in a group of other cities was off over 15 per cent. The average for the entire area was 5.1 per cent under the same month a year ago. ‘Total sales in the nrst two months of %1930 in Washington were but 0.6 per cent lower than a year ago.
