Jacob Snare Detwiler, lawyer, died suddenly at his home, 1120 Virginia avenue southwest, yesterday while he and members of his family were pre- paring to to celebrate his sixty-seventh birthday. He was found unconscious by his wife, Mrs. Flora C. Detwiler, and died before a physician could be sum- moned. Mr. Detwiler was born in Pennsyl- vanin January 28, 186¢. He had been a resident of this city for the past 13 years. He was a graduate of the Uni- versity of Minnesota and formerly had been editor of a newspaper in Charles City, o He had long been a mem- ber of the Masonic fraternity and was affiliated with the Knights Templar in Kansas City, Kans. He was a member here of the South washington Citizens’ Assoclation and was & vestryman of the Epiphany Chapel, Twelfth and C streets south- west. Out of respect to his memory, the choir of the chapel has postponed its benefit dance, which was to have been given this evening. Funeral arrangements are to be an- nounced later. RITES FOR F. G. TINGLEY Former Weather Bureau Division Chief Buried in Washington. Special Dispatch to The Star. HYATTSVILLE, Md. January 29.— The funeral of Franklin G. Tingley, chief of the Marine Division of the United States Weather Bureau, who died Monday morning at his home at Luttrell and Owens avenues here, of complications of pneumonia, was held yesterday morning from Pinkney Memo- rial Protestant Episcopal Church here and was largely attended. Rev. Clyde Brown, rector of the church, officlated. Members of the vestry of the church acted as pallbearers. Mr. Tingley was a vestryman. Interment was in Rock Creek Cemetery. 0GG FUNERAL HELD Martha Jane Ogg, 6-year-old daugh- ter of Rev. and Mrs. W. R. Owen, known unofficially as Master of Ceremonies,” died yesterday at the Homeopathic Hospital, after a short illness. Puneral services are to be held tomorrow afternoon, o'clock, at his home, 1717 P street. Interment will be at Hartford, Conn. Mr. Owen rounded out with his re- tirement in January, years continuous service with the Office of Public Buildings and Public Parks, and during that term of service had been the chief consultant of those in charge of all official ceremonies where precedent in decorations and programs was concerned. His retirement two years ago did not mean discontinuance of his service, for he went back to the Office gs and Parks each day for more than a year after his re- tirement, salary in the vocation he loved. He was carried on the rolls of the parks office as an architect and engi- neer, and as such played a major part in the developments that have come to Washington over the last three decades. In his unofficial capacity of “master of for the Government, he was better known. Most of the inau- gurals, and public ceremonies of all de- scriptions during the past 30 years in ‘Washington have been in his charge. The last affair of which he was in charge was the unveiling of the Bu- chanan Memorial statue in Meridian Hill Park last Summer.
