It does | not appear that a large number of the great fortunes have been seriously dis- turbed during the recent depression, nor have the large operators in various lines of business, industry and finance suffered to the point of personal dis- comfort. ‘The desperate pinch has - been felt by those in the intermediate y// realm and by the salaried and the ‘wage-earning groups. I do not mean in any sense that these latter groups should be entirely relieved of the re- sponsibility for others. They would be the first to protect, because, after all, they have felt the pinch themselves. Must Recognize Burden. *“No, the financing of our necessary welfare services is now, as always, & community obligation, to be shared proportionately. But those who possess large means must recognize that a con- siderable portion of the burden this year is theirs. Under no circumstances should they consider reducing their usual contributions. They should not give merely in good-fellowship, or for purposes of public policy, or t0 main- tain a precendent. They should give for the preservation of public health, of public welfare and of public morale and with the same thoughtfulness and acumen that an individual or company must exercise in making appropria- tions to meet a business emergency. This the Chest helps them to do. “Corporations have already estab- lished the practice of sharing in the maintenance of activities benefiting the people they employ and the communi- ties in which they are located—com- munities whose civic morale they in- influence., ation quite generally Tecognize this kind of participation .in community effort.
