MOSCOW, September 26.—Under the | supervision of the American engineering {firm of Hugh L. Cooper Co., the dif- ficult engineering construction at Dnie- prostrol, the world's largest hydro- electric plant, on the Dnieper River, passed the most vital phase this week and announcement was made that the final test of the American consultation program had proved absolutely suc- cessful. A world's record. in depositing of concrete with an average of more than 100,000 cubic yards a month, was sald | to have been established at Dnieprostrol. | The dam and power station, which |are costing the Soviet government $110,000,000, it was stated, will supply sufficlent power to provide for the needs of a population of 16,000,000. Col. Hugh Cooper, who left for the United States today, promised the Soviet government that Dnieprostroi |would supply its first current in the | Spring of 1933. U. 8. Unknown Soldier Honored. BUCHAREST, Rumania, September 26 (#).—America’s Unknown Soldier was honored yesterday by King Carol II, who conferred on the anonymous hero of war-time ally the Order of Military Virtue, the highest decoration in the Rumanian Army. It was the first time that the new Rumanian ruler had given the decoration.
