NEW YORK, September 26.—The resignation of Emile Moreau, governor of the Bank of France, to accept the presidency of one of the largest pri- vate banks in his country, follows ¢€losely the resignation of Roy A. Young of the Federal Reserve Board to accept the far more financially attractive g- sition of governor of the Federal - serve Bank of Boston. But Mr. Young continues an execu- tive of the Federal Reserve System (one of the veterans of the system, too), while M. Moreau retires from govern- ment banking to enter the much more lucrative private fleld. M. Moreau entered the Bank of France when the franc was on the skids, Inflation was rampant. RICHARDSON, NEW YORK, September 26.—Renew- ed selling of German bonds featured trading in the investment market to- day. The new German 5ls were off a Yolnt. and at an 8'4-point discount, following liquidation in this security in London and Amsterdam. However, the New York price remained from 2% to 3 points above the continental level. ‘With the 514s, other German descrip- tions such as German Central Bank 6s, United Steel Works A 6%s, and Deutsche Bank 6s also dropped. Other parts of the foreign list were also weak, though there were no other wide move- ments. Selling Abroad. From the opening it was apparent that the program of German Fascists, as revealed by Adolf Hitler, had caused wide selling of German dol- lar bonds by nervous continental in- vestors, while the Wall Street view was that Hitler's threats could not be taken seriously and that German bonds were a buy at such levels. However, profes- sionals were not willing to commit themselves to quantities of the bonds large enough to offset the selling. Money rates were lower, six-month notes being quoted at 21, to 23, per cent, the lowest since November, 1915, and 90-day money at 2 to 214, another new minimum. This was the result of another glut of time funds overhang- ing the market. At the same time call money,. while officially at 2 per cent, was available on the outside mar- ket as low &s 1 per cent. Bond trad was in record volume. Domestic bons continued their vance, the movement becoming a lit- grade investments rices and those and individuals free to do so bargained for higher yield junior securities, United States Government obliga- tions were under accumulation, Liberty fourth 4s going to a new high since 1928, and advances of 4-32 to 8-32 showing up in Treasury 4s and 4%s. At such levels, the maturity vield on the Liberty 4Y%s is less than 3% per cent and the yleld to the first call date is less than 3.12 per cent. But it is pointed out that if the 31.s maturing next Spring are to be refunded at a profit, which the Treasury obviously expects to do, since it has called them, then anything better than a 3 per cent yleld promises to be in line with Lhe market for some months to ccme.
