THRFF AND PONER BODY NANES EADY Hoover Withholds Appoint- ments From Senate to Avoid Treaty Conflict. By the Associated Press. President Hoover is ready to send to the Senate his nominations for the newly established Federal Power Com- mission and the reorganized Tariff Commission. i These nominations, together —with names of about nine new Federal judges to fill additional courts created by the last session of Congress, will go to the Senate_shortly. Mr. Hoover has carefully guarded the personnel of the two new commissions. The President is anxious to get con- firmation of the new Government agencies by the Senate before it ends it< special session, but he has withheld the nominations on the advice of Sen- ate leaders who didn’t want to take a chance of confusing the treaty con- test with a fight on nominations. There are many unconfirmed rumors about the make-up of the new Tariff Commission. One of these says that Edgar B. Brossard of Utah, the present chairman commission, and Thomas O. Marvin of Massachusetts will be the only members of the exist- ing commission to be retained. A strong movement is on for the re- appointment of Sherman Lowell of New York, who bears the indorsement of the National Grange. Grange leaders are active in his behalf k Claude Draper of the Wyoming Pub- lc Utilities Commission is regarded as 2 likely choice for the Power Com- mission.
