TOWN T0 FIVANCE W SEVER PLAT Jefferson Association Votes to Seek Immediate Installation. r T BY LESTER N. INSKEEP, Staft Correspondent of The Star. VIRGINIA HIGHLANDS, Va., July 15.—Relief having been denied them by the recent defeat of the bond issue for county-wide sewerage, the Jefferson District Citizens' Association last night voted to seek immediate installation of sewerage in this entire community. Prior to the county-wide election the | county engineer’s office had made a sur- | vey of Virginia Highlands, with a view | to the installation of a separate system here and had announced that the cost would be $1.85 per running foot, it was pointed out, and the association can see no reason why a system should not now be installed -at the same cost. Petition to Be Circulated. A committee headed by Roland H.| Howes was instricted to circulate peti- tions for the installation. When these are properly signed they will be pre- sented to the Board of County Super- visors, with a request for immediate re- | lief, the County Health Department having warned residents that the pres- ent condition here is a dangerous one. Virginia Highlands was the only pre- cinct voting for sewerage in the recent bond election and residents feel that their support of the issue entitles them to every consideration by the Board of County Supervisors. The method of street resurfacing that 15 being practiced in this vicinity by the county government came in for the most ‘caustic eriticism and the Public | Utilities Committee, of which Fred Lyons is chairman, was instructed to immediately make a survey of the con- ditions and then seek a conference with County Directing Engineer C. L. Kin- nier in an effort to have the practice remedied. Drainage Water on Sidewalks. Lyons told the association that prior to the beginning of the application of Stone to a number of streets in both Virginia Highlands and Aurora Hills his committee had conferred with Kinnier with respect to the proper grading of | the streets and that the latter had promised to level off such streets as wene above grade before applying the stone. When the work was started, however, he claimed, the stone was spread on | the streets without grading, in most in- stances entirely filling the gutters and causing surface water to drain to the sidewalks and in many instances to the property of residents. Committee to Study. i Lyons said that on June 25 he had written the directing engineer concern- ing this, but that he had never received 8 reply. Special attention was called to Rideout avenue, one of the first streets to_which the stone was applied. Prior to the beginning of the work, it was said, employes of the engineer's office made a survey of the streets and informed property owners that proper grading was the purpose of the survey. The Public Utilities Committee was in- structed to make a careful survey of the situation, so that members would be able to point in detail to every unsat- isfactory street when a conference is held with Kinnier. | The association voted last night to | suspend meetings until October. The rates will be effective with the billings of September 1, if granted as expected, and will be in effect. through- out the entire company's territory em- bracing the northern half of Virginia. The combination rate now in effect will not be changed as this rate already is considered very low. First indication of the reduction in rates was given with the t made at the city council in Alexandria last week at the time the electric fran- | chise for that city was again awarded | to the V. P. Company. At that time Senator Floyd W. King of the electric company, announced that the Alexandria rate would be re- duced about $12,000 after August 1. Rate for New Patrons. From the announcement of the rates ' at the Alexandria meeting it is seen that the new consumers’ rate will be at | $1 for the first 10 kilowatt hours, with additional kilowatt hours at a rate rang- ing from 4 to 8 cents. In the past, the rate has been at 10 cents per kilowatt | hour for a much longer period, and it is_this reduction primarily which will affect the household consumer, who is E&nfi‘muy benefitted by the new rates ed. Announcement of the new rates are expected to be made within a few days by officials of the Public Service Co. at their general offices in Alexandria.
