NEW YORK, May 14.—Unless all indications are askew, Wall Street be- lieves Uncle Sam s about to borrow 1$100,000,000 on the most favorable terms that have come his way in several years. The Treasury tomorrow opens bids on its large block of discount bills, and bankers here will not be surprised if the issuance is placed on a discount basis of about 2.40 per cent. Long Island Lighting, a wide mover al- ways, regained 1% points of its Tues- day decline and Eastern States Power ‘was up 1!2 points. Although the Street heard that a new exchange offer between Standard ©Ofl of Indiana and Pan-American Pe- troleum was in the making, the former issue barely budged in the first two hours. Merger rumors, coupled with or- ganized buying, fractionally lifted Hous- ton Oil new. Nevada California® Electric provided utility traders action, as it moved up and down 5 points at a time. Deere & Co. played a similar role in the high- priced industrials with its swing of 3 points or more. Natural gas issues, despite mergers, earnings and new financing, lacked the buoyancy that marked their trading earlier in the week. Around midday many of these issues rallied from their relapses at the opening, but they re- mained dull. Mine shares moved more under the cloud of April copper statistics than under the prospects of & further price advance in the red metal. Newmont Mining opened up 22 points, but soon lost this advance and moved erratically. Roan Antelope moved against the gen- erally irregular trend. Arthur Wood, president of the Chicago exchange, presided and reviewed the progress and expansion of the ex- change whick so far in 1930 has done a volume in stock transactions 40 per cent greater than in the same period last year. The exchange called atten- tion to the fact that not one of its members failed to meet his obligations during the crash last Fall. Ticker service .of the Chicago ex- change now includes approximately 450 in 40 cities, as compared with 124 tick- ers in two citie: only three years ago. Mr. Wood said. Volume of trading has increased several hundred-fold during NEW YORK, May 14 () —New se- curities offered today include: Province of Cordoba, Argentina, $6,- 000,000 535 per cent notes at 100, by First National Old Colony Corporation and syndicate. BALTIMORE, May 14 (Special).— Louis D. Lutholtz, a farmer of Ger- mantown, Montgomery County, and his wife, Mrs. Minnie S. Lutholtz, have filed a voluntary bankruptey petition in the United States District Court. Lutholtz has no available assets and $8,820 liabilities, while Mrs. Minnie S, Lutholtz has no available assets and $3,975 liabilities, Orders were signed adjudicating them bankruptcy and referring the case to Arthur D. Willard, referee. o REVENUE FREIGHT LOADINGS. By the Assoclated Press, Loadings of revenue freight continue to show substantial gains. For the week ended May 3 an increase of 35,725 cars was reported by the American Railway Association over the previous week, but | latest figures still denote a substantial money rates have eased considerably and banks are expected to bid higher for the forthcoming non-interest-bear- ing Government paper. The discount bills made their debut in this country several months ago and are now_appearing at regular intervals. Great Britain does her short-term financing in this manner, and the American Treasury last Fall decided to experiment along similar lines, So enthusiastic has been the banks' re- sponse to the offerings that the periodic issuance of the bills has become part of the Government's fiscal policy, although there is apparently no inten- tion of abandoning, at least imme- diately, the Treasury certificate. The latter carries interest and may not be offered below par, whereas the bill bears no interest, but is sold at a dis- count on ‘the best bids, and is re- deemable at par. The Treasury's financial operations afford perhaps the closest estimate of basic credit conditions. A year ago next month the Government's certificates of indebtedness were burdened with a 5'x per_cent coupon. Interest rates were then advancing steadily toward the peak attained in late Summer, and even se- curities with the highest rating had to (ung}, in line with current market condi- 5. Today, of course, the reverse of the plcture 15 being displayed. Some econo- mists contend that money is now too cheap and tha. the successive lowering of rates facilitated the first quarter bloom in stocks, a flowering that proved to be quite premature because the plant had not been rooted in the nourishing soil of real business improvement. On the other hand, it is pointed out that cheap money will eventually help industry to revive; although the Federal Reserve statements have not yet re- e e e decrease over 1929. flected an expansion of credit along Cr;(mparison of loadings follows: thos: lgml:- Thehl-st condition state- A Week ended May 3 . 942,899 cars | ment of the member banks, reporting. a B sco i Cliinaat iy PrvIUEIwesk . 907,174 cars | decline of $122,000,000 in ioans on se- month were 10,325,100 shares, exceeding | Same week last y: 1,051,935 ears | curities in the past week. also showed a D i . s e e peeicimnfldions rise of $10,000,000 in “ail other” loans, ond time in its history, as compared | Owners of radio recelving sets in | Lih, his gain Was hardly received with Yith 3,961,000 in April last year. o recelving sets in |tumultuous applause.
