The Chicago Federation of Labor, which operates Station WCFL in Chi- cago, yesterday lost its appeal from the decision of the Federal Radio Commis- sion denying its application for.a modi- fication of its broadeasting license when the District Court of Appeals, in an opinion by Chief Justice Martin, upheld the decision of the commission. Station WCFL operates day time only at a frequency of 970 kilocycles, with a power of 1,500 watts, but in October, 1928, asked that its {requency be changed to 770 kilocycles and its power increased to 35,000 watts.
