State Department disregard of the @éforts. of Representative La Guardia of New York to block an appropriation for the arbitration of Charles J. Har- rah's claim against the Cuban govern- ment was seen yesterday in Acting Sec- Tetary of State Cotton’s statement that the Harrah arbitration will be com- pleted in another month. Asked when arbitration on the Harrah ease would start Secretary Cotton re- jed that arbitration had been going on jor about two months. Secretary Cotton’s statement followed Monday's lively discussion on the House floor of the parallel merits of Harrah's claim against Cuba and that of Joseph ®. Barlow against the same government. 'La Guardia blocked @ resolution of- fered by Representative Temple, chair- man of the House foreign affairs com- mittee, to -ggropmw $40,000 for arbi- t tration of Harrah claim. He told Temple he would block action on his resolution until the State Department explained to the foreign affairs commit- tee why it had not given Barlow a “square deal.” Knew of La Guardia’s Action. Secretary Cotton today explained that arbitration has been in progress on the Harrah claim under a former appropria- tion. He said he had seen La Guardia’s remarks in the press and knew of his action to block a State Department sug- gestion for a further appropriation. Queried whether the airplane visit of Harry F. Guggenheim, United States ‘Ambasasdor to Cuba, was made in con- nection with official business, Secretary Cotton said the Aml lor flew here to discuss information he gathered in the Barlow, Harrah and Walter Fletcher Smith cases. Meanwhile Ambasasdor Orestes Fer- rara of Cuba was scheduled to return to this city from a tour of the South- west tonight. It was thought probable that the two Ambassadors would ex- change views on the Cuban situation. Seeks Reimbursement. Harrah's claims are for reimburse- ment for property lost when a railroad e operated in the vicinity of Marianao, Cuba, was destroyed upon an alleged order from the Cuban government. It was brought out in the House dis- cussion Monday that the money appro- ted by the United States for the ar- tion of the Harrah claim would be paid back to this government in the event his claim was successful.
