NEW YORK, March 20.—A still fur- ther lowering of acceptance rates, a cut to 3! per cent of the Bank of England rate and a consequent easing in time money here combined to swell the activity and strength of bonds to greater lengths today. The whole list climbed into new hl'h ground, most 1&5"!3 now being at their best prices since early in 1928. The rise in the average of 40 domestic bonds since the end of February is now over 3 points. Foreign bonds have had a comparable gain of abeut 2 points for 10 of the better grade issues.
