SECRETS GUARDED Radius of Vessels and Range of 8-Inch Guns Held From Public. By the Assoclated Press. Uncle Sam has a very particular secret about his Navy. He isn't telling any one the cruising radius of his new 10,000-ton battle cruisers or the range of their 8-inch guns. | ‘Two of them, the Houston and the Northampton, will be launched simul- taneously September 7, the first at Newport News, Va., and the latter at Quincy, Mass. Mrs. Calvin Coolidge ‘will sponsor the Northampton and Miss Elizabeth Holcombe, daughter of for- mer Mayor Holcombe of Houston, will sponsor the ship that bears that city's name. ‘The cruisers are the fourth and fifth of eight authorized in December, 1924. ‘The Pensacola, Salt Lake City and the Chester already have been launched. The Augusta, Louisville and the Chi- cago are not yet completed. When they are done the eight will become division 5 of the scouting fleet operating from the Atlantic Coast. June, 1930, is the tentative date of commission, with the Northampton as the division’s flagship. Only Modern U. S. Cruisers. Built under terms of the Washington limitation of armaments conference, the new craft are Uncle Sam's only modern scout cruisers. Like similar ships of other naval powers they are limited to 10,000 tons @placement and 8-inch guns. In authorizing them Congress asked for the “highest practicable speed and the greatest desirable radius of action.” Exclusive of armor and armaments, they were not to exceed a cost of $11,000,000 each. It is no secret they will make 32.7 knots an hour and carry an airplane, nine 8-inch guns, four 5-inch anti- aircraft guns and six torpedo tubes. But, questions about the “radius of action"—the distance they will cruise without refueling—get no official an- swer. “Here,” says Uncle Sam, “is a private publication with an unofficial list of all the war craft in the world. It says they will cruise 13,000 miles at 15 knots an hour without refueling.” “How far will those new guns shoot?"” For answer Uncle Sam chortles a couple of significant “Har, har, har's” and looks mighty well satisfied. Step to Capital Class. He knows that one step more and his new sea tigers would be ‘“capital ships” instead of battle cruisers. In fact, two of them, the Salt Lake City and the Pensacola, mount 10 8-inch guns instead of 9 and the main batteries on all of them are operated from turrets that offer every conven- ence of elevation and rapid operation. With only two stacks for the oil burners and stripped of all except essential rigging, they radiate an atmos- phere of crushing efficiency. ‘They are far superior to the 10 7.- 500-ton_cruisers of the Omaha type now afloat. These have a cruising radium of 10,000 miles, have only six- inch guns and three-inch anti-aireraft guns. Only six of the 22 old-type cruisers built between 1890 and 1908 are in use and they are not combatant ships now. By June, 1930, Uncle Sam will have 18 cruisers. Two more laid down under the 1929 naval program are being constructed in private yards at Camden, N. J, and Quincy, Mass. NEW YORK, August 17.—The Repub- lic of Panama, unhampered by inhibi- tions or prohibitions, is proceeding with & project which will provide within its borders one of the world's great tourist playgrounds. A race track, gambling of the most varled and ornate type and the wines of the world will be factors in the proposed resort, which, with North American clients in Winter and South American Summers is confident of all-year patronage in volume. Julio Quijano, undersecretary of the Panama treasury, arrived in New York today on the Guatemala of the Panama Malil Line and gave details of the resort plans, which, he anticipates, will dwarf anything that Havana ever has offered in the way of unrestricted diversion. He contends that the year-round season of resort will lower the cost for patrons of all classes. Great Purses Predicted. Mr. Quijano asserted that the great race track now under construction would provide events and purses calculated to interest followers of the turf the world over. Surrounding the track site will be gambling palaces with every popular game of chance, cafes open all night and revue and cabaret programs in pro- fusion, There is no law in Panama to halt this comprehensive arrangement, and, acocrding to Mr. Quijano, there is not _the slightest tendency on the part of Panamans to create any obstacle to the plan. One of the greatest single sources of income for the government is the liquor taxation. Alfred Schaff, general manager of the contracting firm of R. W. Hebard & Co., in charge of the construction of one of the new hotels containing a gam- bling casino at the new international resort. In sailing for Panama several days ago he asserted that this single structure would be the finest of its kind in the world and that the race track also will be as fine as money can build. New Port of Call. “The project has the sympathy and co-operation of every one in Panama,” said Mr. Schaff, “and there has been no difficulty in obtaining subscriptions to go forward with every detall thought valuable as a factor in the success of the plans. The Lipe speedboat Giggle went dowr. almost immediately after plowing full speed into the bow of the excursion boat Thousand Islander as the latter was returning its 38 passengers to dock here. The sightseing craft, with a 4-foot hole gaping in its hull, raced shoreward and beached on a ledge.
