Tfl OBSERVE BIRTH Veteran of Civil War to Spend | Day Quietly at Home on Girard Street. Thrice wounded during the Civil| War and the only survivor of an ex- plosion which took a toll of 21 lives at | the old Arsenal in Washington on June | 17, 1864, Judge Hosea B. Moulton, old- | est member of the District bar and t commander of the Department of e Potomac, G. A. R., will eelebnu his eighty-sixth birthday anniversary tomorrow quietly at his home, 135 Girard street. He still enjoys health. J\.Id Moulton was born in Concord, H, June 28, 1843, and with his two brou-ms was among the early recruits; to join the Union Army. His father fought in the War of 1812 and his grandfather was a soldier of the Rev- olutionary War, After the explosion in the old arsenal, when he escaped with his life, it was found that he was the only survivor of the room where the catastrophe took place. The National Capital had been saved from Gen, Early's army when the news of the explosion staggered the eity. Rderflng to this accident, Judge Moulton said that on this day a quan- tity of fireworks, in course of prepara- tion, had been placed in trays out in the yard in the hot sunlight. Among Xreworks were what was known as "red stars,” which could not stand & high temperature. They ignited and a plece of fuse floated through the win- dow into one of the rooms of the ar- senal, landing in loose powder fr which cartridges were being made. A terrific explosion followed, killing 21 women who were in the room with Judge Moulton. One girl was rescued by him in another room, although her clothing was afire as he ran with he from the building. “The funeral of the victims, buried in two large graves in Congressional Cem- etery, was attended by President Lin- coln. It charged, in substance, that she was present at a bootlegger's house on M street on a certain date when a third precinct policeman, named in the affi- davit, came to the house and took $25 from the bootlegger's wife. The afdavit further charged that the po- liceman threatened to return and raid the place unless he was paid $50. Affidavit Questioned. Lieut. Joseph C. Morgan, who wit- nessed the making of the affidavit, said that he interviewed the wife of the bootlegger in question. and that she denied ever having paid money to any policeman. Lieut. Morgan said that he felt, in view of this statement, that the affidavit was groundless and that it was not necessary to institute pro- ceedings against the officer named in it. Policeman Anderson did not take the stand. Through his attorney he charged that Capt. Scott had discrim- inated sgainst him and treated him unfairly. Capt. Scott said that on June 22 he asked Anderson why he left his beat on Connecticut avenue to go to M street. He sald Anderson replied, “That's not r you to know.”. Capt.
